ICT Update October 2016

Background What ICT supports for PTHB Users = 2400 Locations – 30 supported sites over whole of Powys and sites in Cardiff Mobile users – Over 300 VPN users Wide area network by PSBA Over 60 local switches supporting Local area networks/WIFI points Servers 100+ (30 physical servers 70+ virtual servers) Devices 1300 supported but increasing with WCCIS Local applications supported 39 National applications 69 (National or other HB) Staff 10 fte (PTHB and PTHB funded pooled ICT staff) Support Ratio = 1 fte per Approx 240 users / devices

Infrastructure – current work Local Network improvements WIFI improvements (Sept 2016) Joint broadcasting Self registration public WIFI Increased access points MTED Further coverage required for WCCIS GP WIFI WCCIS device deployment Email server upgrade Archiving Possible mobile upgrade

Infrastructure issues No defined application support (best endeavours) Service issues. Approx. 60% of all calls logged with PTHB IT are fixed by the service desk at first point of contact, staff often bypass the first line team altogether and go directly to second line support (Walk ups / direct telephone and email contact).     BC and DR gaps. Documented processes work in progress currently 60% completed expected completion 31/3/2017 Whilst we have comprehensive backups, they are not tested or monitored.

The National Programme Out of Hours Service Welsh Clinical Portal Clinician access – where care is delivered Individual Health Record e-referrals/ discharges GP systems (lifelong record) New hospital/ Community systems My Health Online Patient access – over the internet Current hospital systems Radiology IS Laboratory IMS Prescribing Scheduling Ordering

National programme - progress WCCIS Implementation in progress First joint installation for Wales Live date end November 2016 (Phased until end March 2017) PTHB have installed Welsh Clinical Communication Gateway (WCCG) - electronic referrals My Health Online (MHOL) – Patient access to GP repeat prescriptions and appointments on-line Individual Health Record (IHR) – Out of Hours access to GP system information Theatres module of Myrddin (Myrddin is the National PAS system) Current focus Welsh Community Care Information System (WCCIS) – Joint project Powys going Live Nov 2016 Cross border electronic referrals (England) Welsh Clinical Portal – (Medicine Transcribing & Electronic Discharges - MtED) NIAAS – National Audit tool

National programme – issues PTHB is often last to install a national product due to the need for other health boards to be live because PTHB often use other health services. E.g. test requesting PTHB are leading on Cross border (England) the National programme has limited benefits to PTHB without a cross border (England) capability. There is a lot of national work which requires PTHB involvement but capacity is limiting e.g. ward management system, POCT, ICNET etc.

Opportunities Integrated resources (these have been identified as improvements in the ICT service improvement plan) The partnership vision is for a joint ICT team for both PCC and PTHB maximising the skills and capacity that exist in the two teams. To do this we have defined joint processes for incident and problem management (based on ITIL). Better understand service requests from incidents and measure responses accordingly Create an improved relationship between 1st and 2nd line support teams Co-location of PCC and PTHB staff Improved access to IT and processes based on first and second line (reduce the need for walk in’s) Setup a service management board Modernise services Smartphones / BOYD Improving BC/DR through cloud deployments Agile working via cloud services Improve telephony including VOIP (2017/18) Supporting staff to get more from their IT
