Why reform is needed Disability services are underfunded, inflexible and built around the needs of the system, rather than that of the individual (National People with Disabilities and Carer Council, 2009). OECD study in 2009 found Australia worst performer of all 27 countries in terms of quality of life for disabled people. Australians with disabilities have low levels of income and labor force participation (Milner et al., 2014), experience social exclusion (Mithen et al., 2015) and significant levels of violence (Kmjacki et al., 2016). Longitudinal evidence suggests that these trends have become worse over time and inequalities persist (Kavanagh et al., 2013). The many things the NDIS will do… Support the independence and social and economic participation of people with disability; Provide reasonable and necessary supports, including early intervention supports, for participants; Enabling people with disability to exercise choice and control in the pursuit of their goals and the planning and delivery of their supports; Facilitate the development of a nationally consistent approach to the access to, and the planning and funding of, supports for people with disability; and, Promote the provision of high quality and innovative supports to people with disability.
