The Bonneville Power Administration BPA is a federal agency under the department of energy It markets wholesale power in the NW – primarily to regional public utilities. It operates >15,000 line miles of transmission and has interties with California, Eastern Montana, Canada, and other areas. BPA markets power from 31 federal dams, 1 nonfederal nuclear facility, and several smaller nonfederal sources – providing 1/3 of the region’s power and ¾ of its transmission services. BPA is a non-appropriated agency. All operating expenses are covered by rates charged for power and transmission services.

BPA Support for Small/Rural Utilities BPA’s Role & Responsibility In accordance with the 6th Power Plan and Post 2011 Dialog BPA will: Take into account the unique circumstances and special barriers faced by small and/or rural utilities in acquiring conservation and the development and implementation of conservation programs. Work with and give assistance to these customers to ensure that their capabilities, customer and service territory characteristics, and experiences are addressed in the identification of conservation measures applicable in their service territories and in the implementation of these conservation measures. Work with the RTF to see that these measures are expeditiously evaluated so that they are available to meet the conservation goals of small and/or rural utilities. Assist these utilities as needed in their efforts to implement these conservation measures and help Bonneville meet its share of the regional conservation target, working with these utilities either individually or pooled, as appropriate in each circumstance. Finally, a panel consisting of Bonneville and small and/or rural utilities should report its findings back to the Council during the mid-term check-in of the Sixth Power Plan. 3

BPA Support for Small/Rural Utilities How do we define an SRR Utility? SRR Status Definition Small The customer’s forecast net requirement is less than 10 aMW. Rural The customer has fewer than 10 customers per line mile according to the Low Density Discount calculation. Residential The customer’s load is greater than 66% residential, according to U.S. Energy Information Administration data. 80 of BPA’s 146 Customers are categorized as Small, Rural, or Residential

BPA Support for Small/Rural Utilities The BPA Pipeline Continued Partnerships with Regional Stakeholders Participating in the RTF‘s Small Rural Subcommittee Chairing a Small Rural Implementation Workgroup Developing a suite of marketing materials and tools to support utility EE programs An Introduction to Regional Energy Efficiency Organizations & BPA’s EE Under the Hood Aimed at clarifying the roles and responsibilities of the various NW energy efficiency organizations; address “perception problem,” i.e., customers not being clear on where, when, to who, and how to express concern/get involved. EEI Maximization Tool An Excel-based tool that allows a BPA rep to work with a S/R utility to help figure out how best to spend that utility’s EEI budget. Can be effectively partnered with the Utility Potential Calculator. Request for Qualifications To solicit information from regional implementers capable and interested in working in S/R service territories. Goal is to help facilitate connection between utilities wanting services and those willing and able to provide them. Case for Conservation An effort by BPA to build the business case and value proposition of conservation from a utility's perspective. Developed an economic model (based on Tom Eckman’s work) that uses utility specific inputs. 5
