We’ve been a little quiet of late in Staffs…. but wow We’ve been a little quiet of late in Staffs….but wow! how that bar’s been raised!

Come with me on a journey…

Through Becky’s Brain…(a simple place) *We will not be held liable for any damage incurred but may be able to offer counselling subject to request post presentation

e Industry Regulators DfT JUG JAG HAUC UK EToN The way it looks, from grass (operational) roots: Industry Regulators DfT JUG JAG HAUC UK EToN

e

e So let’s think about…

Know any of these? Meet Little Johnny… Meet Dave.. Meet Bob… Meet Betty…

e Now let’s think about…

Becky’s trick: when you find working to strategic outcomes, mapped to KPI’s/OPI’s difficult….think ‘Butterfly Effect’ . Think of the consequences of getting it wrong…

Dave.. late for a job interview The Butterfly Effect: Little Johnny…stuck on his way to hospital, in poorly managed traffic mgt Dave.. late for a job interview Bob… delayed construction on site, so laying off staff Betty…needs to be warm in winter, needs to catch a reliable bus to GP….else ends up needing NHS support

e Industry Regulators DfT JUG JAG HAUC UK EToN So, how big is the gap between outcomes and what we actually do? Industry Regulators DfT JUG JAG HAUC UK EToN

Now let’s imagine an opportunity to try something different, where… CUSTOMER and OUTCOMES are the primary driver for what we do, based on processes/systems and regulations NOT the other way round

e Imagine: Halting, the continual increase in cost of delivery across the whole industry Joint social value aims, giving something back to communities following disruptive works and receiving recognition for the added extra’s Saving money, through joint working – in big numbers Delivering faster, flexibly, together Improving your reputation with politicians locally, with those shaping national policy Knowing customer satisfaction across all outcomes, to avoid future regulation by deployment of customer-outcome solutions such as ELGIN Knowing much earlier when a developer will need your services, by those they contact first

e Imagine a world, where we could do more of what we need to do, at grass roots: Industry Regulators DfT JUG JAG HAUC UK EToN

Welcome, to the ‘Staffordshire Hub’ Industry Regulators DfT JUG JAG

e The ‘Hub’: a place where all operational teams can work closer together, even physically, to share, learn from and deliver mutual outcomes

(e.g. www.roadworks.org & ELGIN Comms App) Network Management– holistic, informative, efficient, equal STATUTORY WORKS NON-STATUT (PRIVATE) WORKS EVENTS/INCIDENTS Highways Schemes Skips Events Wide Loads Work & Activity Initiators Developers Scaffolds HE Schemes Highways Operations Incidents (e.g. HE) Access Crossings Utility Companies Private Undertakers ? Network Control Hub A physical environment, with an ‘Open Door to all’, where values, behaviour’s and outcome priorities are shared, agreed & supported People, Interfaces & Control Processes Partnership Programming Effective Scheduling/ Delivery Joint Reactive Response Proposed Information Flows and Management of Data The proposal is for information about activities to be held in a central system and managed by a team that can co-ordinate and direct works fairly regardless of the undertaker of those works. PUBLIC VIEWER (e.g. www.roadworks.org & ELGIN Comms App) Customer Solutions 20

e Successes so far:- Innovate UK funding for project ‘Heineken’; spatially mapping what we plan to do, before notices are due (lets ditch the spreadsheets!) Implementing solutions to ‘alert’ reactive schedulers that road closures are planned by others Sharing and developing customer engagement and satisfaction results Delivering joint occupation works; with reactive works

Across 20 INSTANCES (inc. reactive works); 479 estimated days saved so far logged since March 2015 £31k estimated saving in traffic management costs across all parties Cllr request for Sc74 charging to be applied, converted to cashable ‘community project’ saving for Cllr Contributor to Severn Trent Water ICE Communications 2015 Award, for customer engagement

..and how we’re going to achieve more…

We’re building a smart city platform…. Being able to visualise and manipulate data in a smart platform will help us to identify many more opportunities for joint works

So we can ‘ditch’ the spreadsheets! Last years annual programme in Staffordshire had 3074 line entries….none of which could be spatially mapped but some lines involving the largest most disruptive works the public has seen in many years.

And strategically plan network access:

‘Heineken’ - Fact or Myth? IT’S ABOUT PROVING ONCE AND FOR ALL IF IT’S POSSIBLE Exploring what it takes to sustainably share long term planning and programme information viewable on maps and systems, outside of the realms of regulation Considering what it takes to increase joint working delivery on the ground – for all works types Valuing it’s benefit to society, by valuing the difference it makes both in cost but also customer satisfaction
