Understanding federalization Federalism is a dynamic process in which power is distributed from a unitary center to a multilevel system of government that includes a federal government and two or more subnational levels of government. Federal systems can be broadly categorized as “dual” or “cooperative”

Administrative Federalization Public administration has to be restructured in tune of the state restructuring in the federal setup. The primary objectives of the federalism are in fact improved delivery of public services, greater recognition and inclusion of disadvantaged groups, and regionally balanced development. A federalized Public administration is expected to be more efficient, more effective and more transparent.
Nepal’s context of federalization With the promulgation of the Constitution of Nepal by the Constituent Assembly in Asoj 3,2072 Nepal has officially been declared as a federal democratic republican state. Nepal’s…(cont) Article 57 has provision of assignments for all three tiers of governments and their details are given in Annex 5,6,7,8 and 9. Article 58 has envisioned Residual Rights Article 285 speaks about Constitution of the Government Service in the federal setup. Article 302 is about formation and operation of Government Services (administrative transition). Article 302 (2) speaks about adjustment of the employees in the Government Services
