Data Sharing: the backbone of GEO Fundamental enabler to address global societal challenges One of GEO’s significant achievements Prerequisite for building a stronger GEOSS Requires further advocacy of data sharing implementation and the articulation of evidence "The success of GEOSS will depend on a commitment by all GEO partners to work together to ensure timely, global and open access to data and products” (Cape Town Ministerial Summit, 2007).

Milestones related to the GEOSS Data Principles 2005: 10-Year Implementation Plan (2005-2015) - 1st version of the GEOSS Data Sharing Principles 2009: GEOSS Data Sharing Implementation Guidelines 2010: GEOSS Data Sharing Action Plan "GEOSS Data-Core" concept 2015: Mexico City Declaration - GEO Strategic Plan (2016-2025) - Revised version of the GEOSS Data Sharing Principles (DSPs) - GEOSS Data Management Principles (DMPs) and Guidelines 2016: Updated Implementation Guidelines for DSPs and DMPs

Revised GEOSS Data Sharing Principles 2010-2025 Data, metadata and products will be shared as Open Data by default, by making them available as part of the GEOSS Data Collection of Open Resources for Everyone (Data-CORE) without charge or restrictions on reuse, subject to the conditions of registration and attribution when the data are reused Where international instruments, national policies or legislation preclude the sharing of data as Open Data, data should be made available with minimal restrictions on use and at no more than the cost of reproduction and distribution All shared data, products and metadata will be made available with minimum time delay. New features of the GEOSS Data Sharing Principles Sharing EO as open data by default = the GEOSS norm Sharing with restrictions : perceived as an exception Alignment with the G8 Open Data Charter Refrains from imposing charges that exceed the cost of reproduction and distribution For any purpose by anyone Sharing EO data as part of the GEOSS data-CORE Call by GEO to make, to the largest extent possible, Earth observation data available and accessible through the GEOSS GEOSS Data-CORE as the advocated GEOSS mechanism Removal of some ambiguities, language clarification 6

GEOSS Data Sharing Principles Implementation Guidelines 2016-2025

Two-phase registration of new GEOSS data sets Administrative registration (for the GEOSS registry): information such as the data sets Provider's name, its eventual GEO affiliation, points of contact, data category and type, data policy and data accessibility applied by the Provider. Technical registration (for GEOSS brokering): information such as the Web service(s) or Web API(s) by the Provider's system, the metadata re-harvesting time, the account to be used to access the data set Main contact point: secretariat@GEOSEC.ORG

Tagging data as GEOSS Data-CORE When ? In the case a data set is shared as Open Data by default What? Expressed as special character strings (tags) and placed in the metadata. Availability of four metadata tags that describe the data in the GEOSS Data-CORE: geossDataCore (GEOSS Data-CORE belonging) geossNoMonetaryCharge (availability at no cost) geossUserRegistration (user registration needed) geossAttribution (attribution required) How? Main contact point: secretariat@GEOSEC.ORG

Legal interoperability of GEOSS Data-CORE data Best approach: legislative waiver of rights and placing in the public domain Alternatively, waivers and common-use licenses can be adopted on a voluntary basis (e.g. PDM, statutory waiver of copyright, CC0, PDDL,CC BY 4.0). Custom licenses or waivers must be: Compatible with the GEOSS Data-CORE: Valid under the laws of as many different jurisdictions as possible Clear and understandable to the user Easy to find and recognize Embeddable in the data as machine readable metadata Available in different languages

In conclusion: Data Sharing remains a fundamental GEO activity Continued need to: Promote open data sharing, the GEOSS Data-CORE and expansion of national coordination mechanisms Monitor data policy "readiness" and GEOSS data availability and usability Analyse impact / benefits (e.g. SDGs and SBAs) Report on GEOSS data sharing Refine implementation guidelines Explore data sharing implications from new observing systems Data sharing
