What is an ACO?

What is an ACO? (cont’d) “Contracting officer” has authority to enter into, administer, and/or terminate contracts. “Procuring contracting officer” refers to the CO that awards and signs the contract. “Administrative contracting officer (ACO)’’ refers to a CO who administers contracts after award. “Termination contracting officer (TCO)” refers to a CO who settles contract terminations.

What is an ACO? (cont’d) ACOs can reside in the contracting office, a separate contract administration office, or work for the Defense Contract Management Agency (DCMA) In many cases, all CO functions are performed by one person

What is an ACO? (cont’d) ACOs can ONLY perform those administrative duties that have been formally delegated to them by the Procuring Contracting Officer (PCO) FAR 42.302 covers Contract Administration Functions.

What is DCMA’s Role? DCMA provides a broad range of contract procurement and management services. They have offices world-wide. They have offices within major contractor’s facilities

What is DCMA’s Role? (cont’d) DCMA does not just get involved after award Having the DCMA office involved throughout the source selection can be critical to ensuring the right inspection criteria are contained in the contract. They can help you define quality control metrics.

What is DCMA’s Role? (cont’d) After award, they can be the “eyes and ears” of the PCO to ensure contractor performance is in compliance with the technical specifications of the requirement. Often, they play the “devil’s advocate” between the COR and the CO

Final Words

Final Words The administration of federal contracts is a never-ending task. It is also crucial to the continued success of the mission. ACOs ensure contractor performance is acceptable. ACOs are the “watchdogs” for each contract Whether you are the PCO or the contractor, you need to forge a strong, mutually beneficial relationship with your ACO.
