The New Challenges for Commissioners Ray James Director of Health, Housing and Adult Social Care Enfield Council and President of ADASS @rayjjames

The challenge To bring people together to create the conditions within which local people can make an informed choice about how best to meet their needs. Co-produced – person centred – involving all stakeholders, expertise of citizens, providers, staff Unrelenting focus on quality and safety (MSP) Sustainable, diverse markets, best value (£) Workforce, every minute of every day Value chains, Mum test

Every minute of every day front line social care staff make a very personal difference to the lives of over a million people in our communities. They deserve to be paid, trained and valued in a way that is consistent with the quality of service, society rightly expects of them

Spending Review 2015: Statement from across the Care Sector

Challenges Fragile Markets: Martin Green, Care England “Without adequate funding to pay for the national living wage, the care sector is at serious risk of catastrophic collapse” Quality under pressure :CQC Board Paper Sept 2015: 41% of community-based adult social care services, hospice services and residential social care services inspected since last October were inadequate or required improvement. Integrated commissioning: Building new partnerships and conversations with individuals and organisations Care Act Principles, wellbeing, prevention, choice

3 Steps to Better Commissioning Step One: we need to understand our market. Do we have enough intelligence about the quality of our provider market? Is our market shaped by supply or demand? Have we a ready supply of labour of the right quality and aptitude? Are we paying a fair cost of care to ensure vibrant high quality provision? And does the way we work support businesses to grow and respond to demand?

3 Steps to Better Commissioning Step Two: We need to ask ourselves whether our approach to the market offer greater choice and control. Do you know the choices that people want to make for their care and support? Or are the choices people make real - or constructed or limited by the availability of what the market wants to offer?

3 Steps to Better Commissioning Step Three: We need to ask ourselves: are we really commissioning for outcomes, or are we still commissioning what we always have commissioned? Have we equipped our commissioners with new skills and abilities to commission differently? And have we fundamentally changed our approach to commissioning and procurement? COMMISSIONING FOR BETTER OUTCOMES TOOLKIT

The Magic Formula + Fair cost of care + Market shaping and balance + Collaborative approach to quality = Strong sustainable, high quality, vibrant market that delivers choice & control that meets individual improved outcomes and upholds individual rights Bev Maybury – ADASS Commissioning Lead
