Multi-Criteria Decision Aiding with the Use of DECERNS WebSDSS MCDM 2009 | June 21-27, 2009 Multi-Criteria Decision Aiding with the Use of DECERNS WebSDSS Boris Yatsalo, Sergey Gritsyuk, Obninsk State Technical University, Obninsk, Russia ISTC partner project #3549

Decision Evaluation in Complex Risk Network Systems DECERNS – Decision Evaluation in Complex Risk Network Systems The main objective: creation of methods and software tools that will provide decision support on land use planning and management.

Integration of: GeoInformation systems (GIS), Multi-Criteria Decision Analysis (MCDA), Models – human health risk, ecological risk, economical assessments

Implementation analysis of spatial multi-criteria problems site-suitability problems, housing development, site-selection, habitat site selection, location of a facility, etc. land use planning and management allocation of land to different uses: agriculture, recreational, including waste disposal, health care resource allocation, etc.

Generalized architecture Web Application Stand-Alone Application WEB Services Program Libraries GUI (Swing, HTML & JavaScript) Application Programming Interface (API) GIS subsystem - Vector and Raster models - Basic / Advanced GIS functions - Geostatistical analysis DSS subsystem - Basic / Advanced MCDA methods - Group and Individual methods Models Standard or Application Specific models Application specific data Geographic Maps, Ecological, etc data Models server

GIS subsystem main functions: Multi-layered maps visualization and coloring Measurements (distance along polylines, polygon area) Zooming and Panning Features selection (single and multi select) and searching Overlays Buffering Rasterization Spatial interpolation and geostatistics Support of all common map formats

GIS: multi-layered map visualization

GIS: buffer zones

GIS: overlays 3 2 Intersection 4 1 Join, Subtraction

and other functions ...

MCDA subsystem provides implementation of Different MCDA methods (MADM) MAVT, AHP, TOPSIS, PROMETHEE; and advanced methods: MAUT, ProMAA, Fuzzy MAVT, FMAA Effective interaction with GIS subsystem Individual and Group Decision-Making Support

MCDA: Value Tree

MCDA: performance table

MCDA: base methods MAVT – aggregation AHP – pairwise comparison TOPSIS – distance to ideal point PROMETHEE – pairwise comparison based on preference functions

MCDA: advanced methods MAUT – (uncertain criterion values/= probabilities) Fuzzy MAVT (MAVT + uncertainty/ = fuzzy theory ProMAA – Probabilistic Multicriteria Acceptability Analysis, distrinuted criterion values and weights probability that alternative will have rank k FMAA – (MAA + fuzzy criterion values and weights)
