Operational Program “THALASSA” 2014 -2020 Implementation State of Play Very slow Start.. Late adoption of the regulations Regulatory framework complex Late approval of the OP (2015) Reporting Complex Race against Time Priority on measures that have been implemented during 2007-2014 2017 launched most of the calls for project proposals 2018 critical year for decommitment European Maritime and Fisheries Fund 2014 -2020
Operational Program “THALASSA” 2014 -2020 State of Play What has / is being implemented now Scrapping of vessels, socioeconomic measures for problems caused by alien invasive species and protected marine mammals, Fishing shelter Infrastructure improvements and Fisheries restricted Areas (UP1) Productive investment in aquaculture (UP2) Data collection and Fisheries control means (UP3) New approved flags (expected implementation 2017+) (UP4) Marine strategy preparatory studies (UP6) UP 5 -Marketing processing not a priority (small marketing chain) Measures for MSY and Landing Obligations??? No real application at the moment!! Temporary Cessation and Energy efficiency could contribute but come with many conditionalities European Maritime and Fisheries Fund 2014 -2020
So What about the Future… Beyond 2020…... Keep things simple.,, Simple.. SIMPLE..!!! Regional approach “No One Size fits all” / “The end Justifies the means” MS should be allowed to decide what measures to implement and how Timely adoption of new regulatory framework and Ops Implementation should start 1st January 2021 Keep it a Fisheries Fund Keep support on fisheries fleet and aquaculture Data collection and Control under shared management Facilitate long term planning for CFP IMP support should be strengthened Other funds should actively support IMP EFF regulation should serve as a guidance on the strategic planning, management and control of the new fund European Maritime and Fisheries Fund 2014 -2020
