BLACK SEA ADVISORY COUNCIL

Establishment of BLACK SEA ADVISORY COUNCIL In accordance with REGULATION (EU) No. 1380/2013 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 11 December 2013 on the Common Fisheries Policy, Article 43 - Establishment of Advisory Councils, in particular item 2(d), which deals mainly with the new Advisory Councils, shall be established, in accordance with Annex III: (d) an Advisory Council for the Black Sea.

From the beginning of 2014, Romanian and Bulgarian organizations representing the fisheries sector and also other interest groups affected by the Common Fisheries Policy – CFP (e.g. environmental / social organizations), after gradual meetings they started the first steps for the Establishment of Black Sea Advisory Council. Therefore, after frequent meetings and negotiations through Decision no. 333/29.12.2015,from Court of Varna, the Black Sea Advisory Council – BlSAC was established.

Fishing Ports Romania has registered 4 state fishing ports : • Constanta • Midia-Navodari • Mangalia • Sulina There are more than 15 places for landing and unloading fish in smaller settlements. Bulgaria has registered 3 state fishing ports • Sozopol, • Varna- Asparuhovo, • Balcik. There are more than 20 places for landing and unloading fish in smaller settlements.

FISHING CAPACITY LIMITS

Main Issues of The Marine Fisheries Sector 1. Lack of fishing infrastructure 2. Reducing funds allocated to the marine fisheries sector in contrast to freshwater aquaculture 3. Establishment of Natura 2000 zones up to 40 m depth 4. Non-harmonization of national legislation with EU legislation

According to REGULATION (EU) No According to REGULATION (EU) No. 1380/2013 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 11 December 2013 on the Common Fisheries Policy Article 3 - Principles of good governance, letter (f) claims that CFP shall be guided by the following principles of good governance: f) appropriate involvement of stakeholders, in particular Advisory Councils, at all stages - from conception to implementation of the measures. Article 18 - Regional cooperation on conservation measures, item 2 clearly states the fact that: (2)Member States having a direct management interest affected by the measures referred to in paragraph 1 (concerning relevant conservation measure and/or multiannual plan) shall cooperate with one another in formulating joint recommendations. They shall also consult the relevant Advisory Councils. The Commission shall facilitate the cooperation between Member States, including, where necessary, by ensuring that a scientific contribution is obtained from the relevant scientific bodies
