UKSA- Earth Observation Priority UK is committed to growing its Earth Observation sector At the recent ESA Council of Ministers in 2016, UK became the join lead ESA funder of Earth Observation programmes. UKSA funds regular calls through its Centre for EO Instrumentation (CEOI) inviting proposals to develop innovative and scientifically excellent EO mission concepts Continued focus on international partnerships Investing in EO as part of UK Industrial strategy Placing EO data at heart of Government

The Copernicus Programme UK expertise has contributed to the current Sentinels in a wide range of areas including sensing instrumentation, satellite platform equipment, mission leadership & satellite integration Sentinel 5P (pictured) which successfully launched last week was built in the UK by Airbus DS. The UK science-base places primary importance on being a partner within the Copernicus programme and is providing evidence to define next phases of the space component. UK Met Office, Industry and Academia are delivering major components of both the Climate Change and Atmosphere services, including the core climate infrastructure; operational ECVs; Agriculture, Insurance, Energy and Water sectoral services; forecasts and datasets. Sentinel data is being used to support a range of UK Government services incl. emergency response, habitat mapping, environment management and marine pollution and water quality monitoring.

UK Space Agency EO Partnerships missions SWOT- global survey of Earth's surface water. UKSA funding development of most complex Duplexor ever for use on the satellite. UK providing Infrared detectors for IASI-NG. Operational meteorology, climate monitoring, characterization of atmospheric composition related to climate, atmospheric chemistry and environment. MICROCARB- first European satellite dedicated to Carbon. UK partnered with CNES- providing AIT for satellite, calibration and validation activities and mission preparatory science.

NovaSAR Demonstration Synthetic Aperture Radar (SAR) mission Designed for lower cost missions S-band (3.1 – 3.3 GHz) Medium resolution with wide coverage Multiple modes and multi-polarisation (non-coherent) First satellite launching late 2017 or early 2018 Polar Orbit, SSO LTAN Data becoming available in mid-2018. Agreement signed at IAC between SSTL and CSIRO for NovaSAR data acquisition and tasking UK Government involvement Grant to support development Will receive 15% of the data Data freely available for R&D Will be a UK user group UK Space Applications Catapult Handling user requests for imagery Storing and archiving data Making data available on portal

EO Data Application and Exploitation The UK has a vision to be the first choice access point for global users and providers of satellite-derived products, delivering growth over the long term by maximising the exploitation of EO data and services by public, academic, and private sector users, through a reliable, open, secure and sustainable capability. UK Sentinel Data Access Service (SEDAS) portal, part of the UK Collaborative Ground Segment, is fully operational and has to date ingested 2 Petabytes of data and been accessed by 4632 users. Airbus Defence and Space UK operating the Processing and Archiving Centre facilities for Sentinel 1 (A,B) and Sentinel 2 (A,B) Space for Smarter Government Programme (SSGP)- drives the uptake and use of space across the UK public sector in order to stimulate growth through pipeline projects and demonstrators underpinned by EO data. Launch of seraphim fund UK handed over the chairmanship of the Disaster Charter at the 38th meeting at ESRIN on 12/10. UKSA (as lead) signed an agreement allowing International Federation of Red Cross and Red Crescent to become a proactive participant in Disaster Charter activations.

CLIMATE UK Government is committed to taking a lead in the global response to climate change and we remain strongly committed to maximising the benefits of space to the international climate change community. The UK will continue to play a leading role in carbon and climate based research and technology development and is strongly supportive of these activities within ESA and Copernicus. Investments in climate missions- MicroCarb, SWOT, IASI-NG Host the ESA Climate Change Office in Harwell and we are very heavily involved in the Climate Change Initiative (CCI) Space for Climate group (S4C)- unique forum bringing academia, industry and the public sector together to focus on integrating climate data ‘as standard’ in a variety of services and the non-space industry for a range of functions and decision making processes. Adaptation Futures 2018- S4- developing a session proposal to engage a variety of climate data providers and users interested in the use of Earth Observation data to strengthen and develop climate services.

International Partnership Programme The International Partnership Programme (IPP) is a 5-year, £152 million programme run by the UK Space Agency. Through a series of open and themed calls it funds partnerships between the space community and end users in developing countries using the UK space sector’s research and innovation strengths to deliver a sustainable, economic or societal benefit to developing countries. IPP Forests 2020 project: aims to help protect and restore up to 300 million Hectares of tropical forests by improving national forest monitoring systems in 6 partner countries through better applications of satellite data. The project is using Sentinel 1 and 2 data to detect deforestation and degradation to forests and incorporating this information into risk models for deforestation and forest fires.

Contributions to CEOS Joint CEOS/GEO office established in UK to coordinate activity and funding. UKSA representatives contributing to: WG on Cal/Val, WG on Climate, LSI-VC, FDA ad hoc team WGISS UK institutions and companies running DataCube and ARD projects including IPP DataCube project in Uganda. UK has joined the GFOI leadership UK to provide co-Chair for Space Data Coordination Group (SDCG) UK updates to the CEOS MIM Database
