Role and Structure of ETSI RRS TC RRS’ main responsibility is to carry out standardization activities related to Reconfigurable Radio Systems encompassing both Software Defined Radio (SDR) and Cognitive Radio (CR). TC RRS has the following Working Group structure: WG1 focuses on “System Aspects” and develops proposals from a system aspects point of view for a common framework in TC RRS; WG2 focuses on SDR technology with a particular interest in “Radio Equipment Architecture” and proposes common reference architectures for SDR/CR radio equipment; WG3 is proposed to focus on "RRS Security, Certification and Declaration of Conformity"; the group address Security, Certification and Declaration of Conformity aspects from relevant Stakeholders WG4 is proposed to focus on “Civil Security and Inter-Domain Synergies” and identifies synergies among commercial, civil security and military applications.

EC Mandate M/512 and Role of ETSI RRS TC RRS is the ETSI Lead TB for EC Mandate M/512 on Reconfigurable Radio Systems, addressing in particular Objective A: In the area of commercial applications, to enable the deployment and operation of cognitive radio systems (CRSs) including white space devices (WSD) and devices under Licensed Shared Access regime, dependent for their use of radio spectrum on information obtained from geo-location databases (GLDB). Objective C: to explore potential areas of synergy among commercial, civil security and military applications. These include the following: Architectures and interfaces for dynamic use of spectrum resources among commercial, civil security and/or military domains for disaster relief. This objective will require collaboration with spectrum regulatory organizations. Reconfigurable mobile device architecture for commercial and civil security applications. Other potential synergies to be identified. TC ERM and TC RRS have created a Joint Task Force (JTFER) for the development of Harmonized Standards and System Reference Documents for Reconfigurable Radio Systems

Cognitive Radio Activities in RRS – deployments IMT/GSM bands for intra-operator scenarios - TC RRS is working on TS on “System requirements for RRS in IMT-GSM Bands for intra-operator scenarios” based on the scenarios and use cases studied in TR 103 063 and TR on “Use Cases for building and exploiting REMs for intra-operator scenarios” Licensed Shared Access TC RRS focuses on Licensed Shared Access in the 2.3-2.4 GHz band In cooperation with TC ERM, TC RRS has created a System Reference Document (Srdoc) on „SRdoc Mobile broadband services in the 2300 MHz – 2400 MHz band under Licensed Shared Access regime“. TVWS activities - TC RRS has finalized a number of deliverables and is currently working on TS on “System Architecture and High Level Procedures for Coordinated and Uncoordinated Use of TV White Spaces”; TS on “System Architecture for information exchange between different Geo-location Databases (GLDBs) enabling the operation of White Space Devices (WSDs)”; EN on “Parameters and Procedures for information exchange between different GLDBs”.

Reconfigurable Radio Mobile Device Technology A suitable Software Architecture for Mobile Devices (ETSI TS 103 095) is proposed A unified radio software architecture for SDR mobile device is derived. The SW architecture consists of Application Processor (AP) and Radio Processor (RP). Ongoing work focuses on “Mobile Device Information Models and Protocols: MURI (MUlti Radio Interface)”

Conclusions A key focus of TC RRS relates to EC Mandate M/512 activities Develop Licensed Shared Access (LSA) solutions, with a current focus on 2.3-2.4 GHz Develop TVWS solutions relying on Coordinated and Uncoordinated TVWS usage Create a feasibility study for Exploitation of Synergies between Commercial, Public Safety and Military systems TC RRS and TC ERM closely cooperate and a Joint Task Force for developing Harmonized Standards and System Reference Documents has been created 7
