LPR Chronology 1998: A32-16 2000-2001: PRICE SG 2001-2003: Review and Expand (A33) March 2003: Adopted June 2006: Mid-point review April 2007: Second survey review October 2007: 36th Assembly March 2008: Applicable March 2011: Completion of Implementation Plan In 2000, the Proficiency Requirements in Common English Study Group (the PRICE SG) met for the first time. During the 33rd session of the Assembly Contracting States requested that the language proficiency requirements being developed should not be limited to English. In March 2003, the language provisions were formally adopted to become applicable in March 2008. At the time of adoption, the Council requested that a mid-point review be conducted on the status of implementation of the requirements. This mid-point review was followed by another in April 2007. In October 2008, the Assembly held its 36th session and adopted resolution A36-11. The language proficiency requirements became applicable on 5 March 2008. The letter requested that a) the Assembly resolution be noted; b) where applicable, to develop a language proficiency implementation plan by 5 March 2008; and c) to notify ICAO with the names and contact details of language proficiency focal points, as soon as possible. This letter also advised States of the schedule of workshops to be conducted in each ICAO region for the development of implementation plans and provided detailed guidelines on the development of these plans. This information can also be found on the ICAO FSIX website. The implementation plan should include the following items: Notification of compliance/differences Focal Point National Regulatory Framework Estimate of the national level of implementation for pilots and controllers (this item should be updated on a regular basis) Information concerning training and testing programmes Interim measures Implementation of ICAO language provisions March 2010 - 5

1 - Focal Point Is there a focal point in your State or in your organization for language proficiency implementation? What is their role? Collect all the necessary information to complete the implementation plan; Post the implementation plan with ICAO; Assist in notifying a difference to ICAO and updating the AIP as necessary; Liaise with ICAO and other Contracting States requesting information on the national implementation plan; Liaise regularly with national airlines and service providers, language testing and training organizations, pilots and controllers, and any other stakeholder involved in the implementation of language proficiency requirements within the State; Report any discrepancy or slippage of the implementation plan with the accountable managers and the appropriate authority; and Amend the implementation plan as progress towards full compliance is achieved. Manual on the Implementation of LPRs (2004) Rated Speech Samples (2005/2007) This CD was developed with the assistance of the linguistic sub-group of the PRICE SG. It provides speech samples of level 3, 4 and 5 speakers as well as a detailed rating for each. 11 Regional Seminars (2004-2007) These seminars were aimed at understanding the requirements towards facilitating their implementation.
