Homeland Security Defined Ryan and Long

What is homeland security: who are the stakeholders Who are we asking and how are we asking? Government – what level? Non-government – academics? Private sector – what industry? Communities – Individuals, families? Ryan and Long

What are we securing and how do we secure it? Physical spaces: Borders and communities? Home American values, morals, ethics, way of life? Ryan and Long

…but wait, it is defined Broadly Narrowly You just don’t like the multiple definitions Why do you need it defined at all? Ryan and Long

Homeland security defined “…But I know it when I see it…” Justice potter stewart in Jacobellis v. ohio (1964) Ryan and Long

Topics that have been addressed A LOCAL APPROACH: HOMELAND SECURITY OFFICERS It has become apparent that true preparedness for a catastrophic event requires a strong local component. However, the patchwork of full and part time operators in a range of disciplines preparing for a variety of responsibilities creates the risk of an inexact or inefficient response this document will support the idea that in order to improve the level of preparedness of municipalities, one full time police officer should be assigned to the newly created position of Homeland Security Officer (HSO), and be tasked with all …responsibilities for the creating the most effective example of local homeland security Ryan and Long

Topics that have been addressed THE UNITED STATES DRUG ENFORCEMENT ADMINISTRATION: PERTAINING TO PUBLIC SAFETY AND HOMELAND SECURITY The direct connection between illicit drugs and terrorism, specifically in Afghanistan, posses a major threat to America along with the effects these drugs have on public health. MISSION RESPONSE: A UNIFIED APPROACH TO CRISIS MANAGEMENT my strategy includes implementation into The Department of Homeland Security (DHS) a group of well-trained retired law enforcement, fire, emergency service, federal and other safety personnel who will support first responders before, during, and after a crisis Ryan and Long

Topics that have been addressed A COMPREHENSIVE APPROACH TO UNITED STATES BORDER SECURITY The United States is currently facing a complex security environment, especially at its borders where current policies have not only become disconnected from the economic and social forces that drive immigration, but are also not providing sufficient deterrence to overcome incursions The strategy focuses on … increased border security and immigration law enforcement, improved employment eligibility verification, revision of legal immigration policy and options to address … undocumented aliens currently residing in the U.S. Ryan and Long

Topics that have been addressed DEPLOYING THE U.S. MILITARY TO THE SOUTHERN BORDER: A COUNTER-TERRORISM APPROACH TO HOMELAND SECURITY By deploying the military on the Southern border in a task force with other federal agencies it will impact illegal immigration. More importantly, it will have an impact in preventing sleeper agent from being smuggled into the US by a transnational gang TWO WORLDS COLLIDE: THE PRESENCE OF DRUG CARTELS ON AMERICAN INDIAN RESERVATIONS one of the largest challenges faced is the presence of drug cartels and their goods on American Indian Reservations. Some of the illicit drugs that are brought into our country can be pinpointed to the Mexican Drug Cartels who migrate to the American Indian Reservations in the hopes of taking advantage of a vulnerable situation, vulnerable people, and vulnerable location Ryan and Long

Topics that have been addressed DEVELOPMENTAL AID FOR INTERNATIONAL STEM STUDENTS IN THE UNITED STATES Millions of skilled or potentially valuable workers throughout the world are waiting for a U.S. visa due to an extremely backlogged and flawed system Implementing a program to train potential immigrants in high-demand fields as a way to fast-track their immigration to America is one way to stimulate domestic production and re-instate the U.S. as a major producer in our global economy Civil Enforcement in Homeland Security …advocates for the programmatic use of Civil Enforcement in our nation’s Homeland Security efforts.  CEHS will incorporate the litigation and counseling skills of attorneys to deter terrorist acts, deter the crimes that are the precursors to terrorist acts, and will aid in our nation's resilience efforts     Ryan and Long

Topics that have been addressed A COLLABORATIVE RESPONSE TO MASS MURDERS IN OUR SCHOOLS The purpose of this master’s project is to explore the multi-disciplines within homeland security and their application to mass murders in our nation’s schools as a result of active shooters A whole community approach to active school shooter incidents ensures that the whole community is prepared should an incident occur This community approach expands far beyond the traditional police and medical response, and must include the overall civilian community from school employees to students’ families and the surrounding civilian population Ryan and Long

Topics that have been addressed MULTI-DISCIPINARY REFLECTIONS ON ALL-HAZARD HOMELAND SECURITY: STRATEGIES FOR WESTCHESTER COUNTY, NEW YORK The path to achieving community preparedness and resilience in Westchester is mired with challenges and uncertainties With such complex problems, how does any single jurisdiction, agency or sector solve on its own? Community-wide preparedness and resilience requires a multi-hazard, multi-jurisdiction, and multi-discipline collaboration, a vision which the following compilation of reflections attempts to address for Westchester County, New York Ryan and Long

Value of education! “. . . there is a total lack of comprehension that an educated people is the real defense for a democracy.” My Day by Eleanor Roosevelt, August 14, 1961. “There never seems to be the slightest difficulty in getting all the money we need for military defense, but there is a total lack of comprehension that an educated people is the only real defense for a democracy.” Ryan and Long
