What are the objectives and output of the Governance Workshop? To examine processes for the adoption of new standards into the European Catalogue To examine potential structures for the governance of a future European Catalogue To examine different rules & decision-making options that will be fundamental to the operation of the future European Catalogue During the workshop, attendees will discuss and critically examine options for the three areas listed above. They will also be asked to vote on their preferred options. The following slides contain the agenda for workshop as well as the options that will be critically examined and voted upon.

Agenda for the day 10:00-10:30 Registration & Coffee   10:30-10:45 Welcome and introduction to the EU Catalogue and the day 10:45 -12:15 Adoption process This session will examine adoption process for the EU Catalogue. 30 minutes - Initial presentation and introduction to the break up session 30 minutes- 3 break up sessions to discuss and validate adoption process 30 minutes - A summary of the each break out session will be presented back to the audience by each group moderator. 12:15-13:15 Lunch break 13:15 -14:45 Governance Structure This session will present optional governance structures for the EU Catalogue. 30 minutes- 3 break up sessions to discuss and validate the governance structure 30 minutes - A summary of the each break out session will be presented back to the audience by each group moderator.

Agenda for the day Workshop agenda (continued): 14:45-15:05 Break   15:05 -16:35 Decision-making process This session will present the initial result on the decision-making process for the EU Catalogue (from WP 3) and then further discuss and validate the results. 30 minutes - Initial presentation and introduction to the break up session 30 minutes- 3 break up sessions to discuss and validate the decision making process 30 minutes - A summary of the each break out session will be presented back to the audience by each group moderator. 16:35-17:00 Final remarks and close of workshop

Critical examination of Adoption Methodolgy: Specific questions related to the future Adoption Methodology to be answered by the workshop participants today Critical examination of Adoption Methodolgy: Workshop attendees will be asked to provide input on a number of areas from within the adoption methodology: 1: When should impact analyses be undertaken (taking into account existing catalogue content)? 2: When should use cases be reassessed? 3: Information/elements required for building practical use cases 4: Other instruments to be considered

Different Governance Structures and Rules & Decision Making options to be assessed and voted on by workshop participants during the workshop Critical examination of optional governance structures: Workshop attendees will be required to examine/develop and vote for a Governance Structure for the European Catalogue. Three options are presented here, being a Catalogue that is: Option 1: Member State Driven and EC Managed Option 2: Member State Driven and Member State Managed Option 3: Wildcard option (to be developed during workshop) Critical examination of different Rules and Decision Making options: Workshop attendees will be asked to examine, and vote for, alternative rules/processes that will act to determine how the decision making processes operate within three different levels of the European Catalogue’s governance structure. These sets of rules are specifically targeted at: Question 1: Board of Reviewers/ Management Council Question 2: Coordination Team / Management Team Question 3: Technical Expert Group Question 4: General Assembly membership Question 5: General Assembly decision-making Question 6: EU Catalogue membership
