Algeria Algeria is the largest country in Africa and is the largest one within the Western Mediterranean region. It holds a strategic place in the region. Following its independence in July, 5th 1962, Algeria, with more than 1200 Km of coastline, established 12 NM territorial waters and on November 7th, 2004 a Contiguous Zone was established, In 1996. Also, Algeria established an exclusive fishing zone beyond the territorial sea. These zone range from 32 nautical miles in the west to 52 nautical miles in the East. NCC/FTD 2007-2008

ALGERIAN MARITIME SAR ORGANISATION THE MARITIME SAR IN ALGERIA IS ORGANISED IN ACCORDANCE WITH: The presidential decree 290-95 of septembre 30th, 1995 stating the establishment of the National Center ( CNOSS) and the Regional Centers (CROSS Jijel & CROSS Oran) of Surveillance and Rescue Operations at sea; The presidential decree 290-96 of september 02nd, 1996 stating the maritime search and rescue organization International conventions and IMO documents

MARITIME ORGANIZATION THE SEARCH AND RESCUE MARITIME ORGANIZATION The presidential decree 290-96 The decree reorganised the Maritime SAR in Alegria by establishing a maritime SAR Committee. This emphasizes the Civil-Military cooperation The Maritime SAR Committee is under the leadership of the National Defense Minister at the Naval Forces Command. Actually, the presidency is delegeted to the Commandant of the Coast Guard National Service.

The Maririme SAR committee is composed of representatives from the following ministries: the National Defense Ministry ( Air Force, Air Defense and Gendarmerie); the Domestic Affairs ministry; the ministry of Finance; the Health ministry; the ministry of Telecommunications; the ministry of Transportation; the ministry of Foreign affairs. The commitee is in charge of all issues related to SAR ( Plans ,Training , International Cooperation….). The decree,regulates also: the responsabilities of SAR operations and; radio watchkeeping.

Under the authority of the Coast Guard National Service Commandant, the Center is in charge of : Surveillance of the Maritime traffic; Monitoring and managing appropriate measures to combat all kinds of marine pollutions; Surveillance and monitoring of fishing activities; Maritime Search And Rescue; Any other mission assigned by the Minister of Natonal Defense, or other authorities dealing with the sea such as the Transportation, Treasury, Environment, and Fishing Ministries.

AERONAUTICAL RESCUE COORDINATION CENTRE (ARCC) The principal coordination centre of all distress aircraft search and rescue operations is “RCC” Algiers: Also seven (07) RSCs are in charge of organising and conductiong, the operations within their respective zones of responsibility. These sub centres also assume the coordination of all search operations by the air assets. However, The Air Traffic Control Centers (ATC) and Airfields Control Towers, are in charge of notifying the emergency phases.

THE MISSION CONTROL CENTRE (MCC) The mission control centre “ MCC " is in charge of acquisition and processing of all distress signals through the space segment of the international satellites system for SAR (Cospas-Sarsat). The mission control centre ensure the reception, the processing and the routing alert data relating to search and the rescue towards related national or international organisations. Algeria owns one GEOLUT and one LEOLUT stations.

Civilan Means and assets Ministry of transportation (tugs and different harbour assets); Civil Protection ( Medical personnel, Divers and Rhibs); Ministry of Telecommunication (AIS And GMDSS systems). Through the close cooperation with the National Agency of Maritime Radio Navigation. This Agency operates along the coastline: 17 VHF stations ( Chanel 70), 03 MF stations 2187.5 KHZ and 01 HF station; 01 land based station - INMARSAT B, M, M2, M4 et Fleet77 01 Navtex station; 04 AIS stations .

International Cooperation For the Maritime SAR: The wide range of the coast guard missions and responsibilities has led for a close cooperation on the national and international level in order to achieve a safe and clean Med-sea: Algeria - Spain SARMED Plan (March 2007 for cooperation and mutual assistance in SAR and anti marine-pollution operations ; The SAR Commity is working closely with neighbouring countries to conclude similar bilateral agreements; There is also, a Sub regional plan (Algeria, Tunisia, Morocco) for containing oil and hydro carbon pollution

Perspectives Development of SAR capabilities within the Algerian Naval forces : SAR helicopters newly acquired and high seas tugs will be acquired in the near future; Training of SAR Personnel at National and International Institutes; Strengthening International Cooperation by signing additional bilateral agreements.
