Technical and organisational aspects WMO RCC-Networks Technical and organisational aspects

Current WMO RCC-Networks RCC-Network in operation: -> RA VI RCC-Network RCC-Networks applying for designation (demonstration phase concluded): -> North Africa RCC-Network -> Southern South America RCC-Network Proposed RCC-Networks: -> ECOWAS RCC-Network (West Africa) -> Pacific Islands RCC-Network: implementation meeting scheduled -> Southeast Asia RCC-Network: implementation meeting scheduled -> Northern South America RCC-Network -> Arctic Polar RCC-Network: implementation meeting ongoing

RA VI RCC-Network -> RCC model based on activity specialisation: (i) node on climate data, (ii) node on climate monitoring, (iii) node on long-range forecasting ; all three nodes with integrated training activities -> Three nodes with node leads fulfilling the respective RCC mandatory functions for the entire RA VI -> Six consortium members providing subregional or highly specialised RCC functions (mandatory or highly-recommended) -> One RCC-Network co-ordinator

RA VI RCC-Network node on climate data Service provider Key services KNMI; lead Quality-controlled RA VI-wide data set Météo-France Data requirements for LRF and downscaling OMSZ Homogenisation and interpolation methods Met.no Subregional NORDCLIM data set RHMS Subregional SEE gridded model data set TSMS Subregional Eastern Mediterranean data set SMHI Subregional BALTEX and NORDCLIM data sets

RA VI RCC-Network node on climate monitoring Service provider Key services DWD; lead RA VI-wide climate monitoring incl. Climate Watch implementation co-ordination Armstatehydromet Subregional climate monitoring services for South Caucasus region Météo-France Global model-based climate monitoring products KNMI ECA/D based climate monitoring products RHMS Subregional climate monitoring for South East Europe TSMS Subregional climate monitoring for Eastern Mediterranean region

RA VI RCC-Network node on LRF Service provider Key services Météo-France and Roshydromet; co-leads RA VI-wide long-range forecast services including GPC product interpretation, RA VI long-range forecasts, strong RCOF involvement and verification data sets Met.no Subregional seasonal outlooks for Northwest Europe RHMS Subregional Southeast European LRF services TSMS Subregional Eastern Mediterranean LRF services

Other WMO RCC-Networks NA RCC-Network: model of activity specialisation: nodes on data services (lead: Algeria), climate monitoring (lead: Tunesia), LRF (lead: Morocco) and training (co-leads: Libya and Egypt), implemented in close collaboration with each node being supported by all five countries SSA RCC-Network: Co-led by Argentina (Buenos Aires node) and Brazil (Brasilia node) serving Southern South America (Argentina, Bolivia, Brazil, Chile, Paraguay, Uruguay) with seamlessly distributed responsibilities SEA RCC-Network (proposed): model of activity specialisation: nodes on data services, climate monitoring and LRF (node leads and consortium members) PI RCC-Network (proposed): model of activity specialisation: nodes on data services, climate monitoring, LRF, training and highly-recommended functions (node leads and consortium members)

RCC-Networks: technical and organisational aspects Product and service consistency within and across RCC functions; seamless product and service access through single WebPortal, consistent product and service labelling, use of agreed upon normal periods and definitions (such as for extremes), language(s) of RCC services RCC-Network coordination mechanism: meetings, telecons, email etc.; data and information sharing arrangements among RCC service providers; various data policies among consortium members: password-protected services vs publicly accessible services Further RCC aspects: service consistency across RA borders; efficient feedback mechanism; make RCC services attractive and meaningful; RRR; respond to changes in international context: Paris agreement, COPERNICUS, GFCS; keep product catalogue current; role of RA working groups/teams
