Today, we are offering two main e-services for our users on the EURES Portal: CV search and Job search. The CV search is relatively straightforward: jobseekers fill their CV Online and it is stored in a database. Employers can then use CV search application to find CVs that match their search criteria. ESCO is used in the CV structure to describe the jobseeker’s occupations and skills. For the job search, it is a bit more complicated, because we don’t allow employers to create their job vacancy on the EURES portal, they have to register their job vacancy within one of the Public Employement Services from our network. We then retreive the « meta-data » from all these vacancies into what is called an « index » that can then be searched by jobseekers. The full vacancy data always remains at the source, within the PES system where it was created. Job vacancies interoperability (index) Job search
The role of ESCO in facilitating job mobility for EURES users … better understanding of job vacancies/ job applications coming from other countries for Jobseekers / Employers / Case handlers … improving search and matching algorithms even across language barriers … improved matching between jobseekers and job vacancies … improving data forms, e.g. by automatically suggesting skills an employer might be interested in … helping job seekers identify skills that would increase their employability and on this basis EURES can offer related learning or training opportunities

3. ESCO in FIND A JOB Today the user can select one or more ISCO 08 occupations, used to search against the ISCO08 occupation codes on the job vacancies. . EURES is already using ESCO in CVO and NLP. 1. We want to use the ESCO occupations and the link to NACE to provide a better selector of occupations. Possible features are to select first a sector (NACE) and then or (1) type some keywords which lead to proposed ESCO occupations to select or (2) a drilldown where you select occupations that you like or a combinations. Another idea that I have is to use 2 clouds that are connected that represent nace and occupation groups/occupations. Drilling down on one of them shows the remaining options in the other ones. At the end of this the selected ESCO occupations will still have to be translated into ISCO08 codes as this is what the vacancies have for the moment.

EURES Regulation (EU) 2016/589 – Art. 19 on automated matching MS shall cooperate on interoperability between national systems and the European classification (ESCO) EC shall adopt and update ESCO by means of implementing acts each MS will (within 3 years) establish an initial inventory to map national, regional and sectoral classifications to and from ESCO MS may choose to replace national classifications with ESCO or maintain interoperable national systems EC to provide technical/financial support to MS for establishing an inventory establish or replacing the national systems with ESCO EC shall adopt the technical standards and formats necessary for the automated matching through the common IT platform (both using only ESCO and national interoperable systems)
