Simulation deck

Exercise objectives Demonstrate the ability to either receive a surge of patients/residents or evacuate the facility based on the situation impacting the facility. Demonstrate the ability to create 20% hospital bed availability within 4 hours of notification. Identify resources needed to transport evacuated patients/residents. Implement triage, prioritization and tracking of patient/resident movement to appropriate healthcare facilities. Consider the utilization of urgent care services to receive victims with minor injuries. Coordinate the handoff of medical records and medications. Show the handout to be provided to exercise participants – can be provided prior to exercise

Exercise Objectives Identify at-risk populations and desired response action steps to meet the needs of those impacted by the event. Identify adaptive/assistive equipment that can be sent with evacuees. Examples: walkers, glasses, hearing aids, customized wheel chairs, etc. Identify how to provide services to community members with access and functional needs to offset the demand from emergency departments and urgent care centers. Monitor and manage information being shared through social media outlets. The PIO will utilize simulation deck to respond to social media posts (simulated software platform for twitter, Facebook, news media, etc.).

Exercise objectives Activate necessary components of the National Incident Management System (NIMS) such as the Incident Command System (ICS), Emergency Operations Centers/Command Centers, and Multi Agency Coordination (MAC). Complete the Incident Command System quick start guide and submit to the HMAC by the end of the exercise. Activate an emergency operations center/command center (physical location). Provide situation updates to the Healthcare Multi Agency Coordination Center (HMACC- coalition support center). Utilize the coalition’s communications systems to gather and share pertinent disaster response information. MNTrac – coordination center/bed availability (hospitals) 800 MHz radio – (hospitals) Website chat feature (all) Situation report via survey (all)

Exercise scenario Severe weather that has produced tornadoes, straight line winds, damaging hail, and flash flooding and has impacted many communities in West Central/Central Minnesota. Some areas were more severely impacted than others causing several healthcare facilities to evacuate and others to prepare to receive patients/residents from evacuating facilities. Several communities are experiencing power outages and hospitals were reporting high censuses prior to the severe weather. Facilities need to specify their scenario based on the overall scenario. Use the HVA.

Roles & Responsibilities Facility Controller/Facilitator Facilitates Briefing/Debriefing (see handout) Provide written injects Monitor electronic injects Check the inject off on the MSEL when it is given Collect the written injects from participants Facilitate discussion and actions as necessary to reach desired outcomes Communicate with simcell every time an inject is modified Report to Master Controller/Sim Cell

Roles & Responsibilities SimCell Controller Give phone call and email injects Receives phone call and email requests/problems/questions for supporting and responding agencies that not participating Check the inject off on the MSEL when it is given Report to Master Controller

When to notify the sim cell? Need to communicate with an organization not playing Fire Department, MDH, Funeral Home, etc. Need an inject delivered Late start No longer participating Exercise has gotten off course

Roles and Responsibilities Participants Take real steps to develop solutions to the situations presented. Develop action plans and situation reports when requested. Participate in the briefing/de-briefing Assign people to the Hospital Command Center positions Communicate/coordinate thru multi agency coordination.
