Novosibirsk State University Ekaterina Shekhtman Novosibirsk State University Novosibirsk in the world innovation system. Some challenges.

Novosibirsk Novosibirsk

Novosibirsk Novosibirsk over then 1,5 millions of citizens

Innovative environment Novosibirsk Innovative environment More then 30 Universities – over 120 000 of students, 3 academies are represented – Russian Science Academy, Russian Medical Science Academy, Russian Agricultural Science Academy, More then 50 State Research organisations, More then 6 technology transfer centers (Technoparks)

Academgorodok (Academic town) Novosibirsk Academgorodok (Academic town)

Novosibirsk State University (national research university) 13 faculties, 23 research laboratories, over then 4 000 students.

Academpark Established in 2011, Novosibirsk Academpark Established in 2011, 3 divisions – IT, Biotechnology, Engineering, More then 300 companies. Summer and winter schools for the new projects.

Novosibirsk Challenging issues (1) Universities are forced by the government to apply for the patents but they are not interested in the IP commercialization (use of IP in business projects), so the quality of the patent is quite low. Universities do not have funds to apply for the PCT applications or foreign patents.

Novosibirsk Challenging issues (2) Private investors are not interested in the investments to the start-up company, if their IP belongs to the State University, they are complicated procedures of getting permission from the state authority in order to license a patent. Inventors (graduates, engineers, professors) are not interested in commercialization, as they receive the remuneration for the use of patent from the University or Institute, not from the start-up company or an Industrial company.

Possible cooperation between state Research institutions and Business units

1. Contract for services or R&D

2. Direct agreement with the author

3. Founding the SME

4. License agreement
