Scope Impact Communication Plan Introduction Wholesale System Simplification is an AT&T program that has a goal of simplifying the regional service order distribution and access billing applications by migration onto national platforms. This program is currently underway with account migrations beginning no earlier than January 2018 and extending through 2021. The target platforms for consolidation are National Service Order Retrieval and Distribution (NSORD) and National Carrier Access Billing System (NCABS); both national platforms will be based upon the current SW system platform. Impact The primary impacts of these migrations will be to Wholesale Customers and Large Business Retail customers ordering through the Access Tariffs, Commercial Agreements, and Interconnection Agreements. These would include: Competitive Local Exchange Carriers (CLECs); Interexchange Carriers (IXCs); Wireless/CMRS Carriers; Incumbent Local Exchange Carriers (ILECs) a/k/a Independent Telcos (ICOs); other carriers that buy wholesale access or data products; and some large retail customers. In addition, functionality is being added to enhance usage billing though the LEC Settlement processes. Communication Plan Initial Communication January 2017 Periodic updates February – May 2017 Formal communications (Accessible Letters, Release Announcements, Requirements, etc.) will be provided.

Present/Future Mode of Operation Interface Changes No significant ordering changes. Carriers and retail business clients will continue to use the systems and interfaces to connect and perform Pre-Order and Order functions. The same ordering rules apply for products and services. As announced in other communications, Access ordering will continue to migrate from WAO to the CAFE platform. Billing changes will occur due to consolidation of Billers and the LEC Settlement suite of applications. Accounts billing LWC products from Tapestry applications will migrate to the National CABS platform. This is generally in the SE. LWC in regional CRIS order processing / provisioning systems that today goes through regional CABS billing (generally in the MW) will migrate billing to the National CABS platform. Present Mode of Operation Future Mode of Operation Midwest 21 State Southeast Southwest West SE CRIS/Tapestry is displayed due to Wholesale products (e.g., CRIS: “Wireless Access”; Tapestry: “LWC”, etc.) that bill out of those regional instances and will be moved to NCABS during Wholesale System Simplifications There is an effort (unrelated to WSS) to retire WAO Only SE Reciprocal Trunk products are ordered in CAFÉ LEC Usage Settlement Apps include: PCRCS, ICO-STLMT, LSB, IBIS, and LECSIS

Conversion Conversion Activity will occur on a state by state basis and will be done along 2 large product groupings: Local (including LWC) and Access. A small number of accounts have both types of services billing on them. These will be converted as part of the Access conversion. The MW tentative conversion dates (off release) are as follows: Local Access WI 1/29/18 WI/OH/MI 6/25/18 MI/OH 4/16/18 IL/IN 8/13/18 IL/IN 5/14/18

Service Order Numbering Ordering Impacts Service Order Format Sample Sections: Fielded Identification; Non Fielded Identification; Listing; Control; Bill; Remarks; S&E; Stat; Assignment These sections will remain on the Service Order; some of the sections may be sequenced differently or reformatted. LSOR, LSPOR, and Enhanced Verigate User Guides will be updated with the appropriate service order impact information. Viewing Service Order status will be available as it is today. There may be slightly different service order formats from what is viewed today, however all applicable data and fields remain the same. Service Order Numbering Service order number will migrate from an 11-character alphanumeric to a 9-character service order number that will include an order type, service order number, and a 2-character service order processor identifier that is state specific (ex. N0175394542 in today’s environment may become N539454W1).  

Service Order Conversion Activity Ordering Impacts Status Code Changes There will be minor Service Order Status Code Changes (SOSTATCD) after the conversion. MW Example: SOSTATCD E will be changed to SOSTATCD O on the National Platform Status Code changes will be noted in applicable documents. Service Order Conversion Activity As accounts are migrated to the National CABS platform, inflight orders will be migrated to the National Service Order Retrieval and Distribution (NSORD) system. As the service orders are migrated, new order numbers will be issued and the original order number will be referenced on the new order. Any reissued orders will have a second FOC sent when the order is moved from the regional order system to the National system. Will impact Local and Access accounts.
