Ranking of Requirements (1) The ranking of requirements are driven by Nature of the project Time schedule, number of systems, frame contract Extension of a substation, new substation, refurbishment Distribution, Transmission, Industry, Utility Operation philosophy, Organization Manned or unmanned substation Department organization and responsibilities User groups Purchasing, Operation, Maintenance The Users’ requirements have to be valued differently Depending on e.g. nature of project and the operation philosophy

Ranking of Requirements (2) Substation Project / Type of substation Weighting factors are different from case to case. In case of … Critical substation (e.g. irreplaceable power plant connection) No risk on time schedule and planned outage time No room for experiments and R&D, but instead well-proven systems and equipment that have been on the market and in operation for some while are preferred even though newest developments could offer attractive features. Less critical substation (e.g. distribution with an alternative feeding direction) You may experiment some new functions and features and take more technology risks. If qualitative measuring is used, selection criteria and weighting factors shall be pre-defined in the specification
