Illinois Emergency Management Agency Revising the Illinois Cancer Control Plan Melinda Lewis September 20, 2016

Why Do We Have Cancer Plans? National Comprehensive Cancer Control Program (NCCCP) Centers for Disease Control and Prevention Create coalitions. Look at the cancer burden in their area. Prioritize proven strategies for cancer control. Create cancer plans and put them into action.

Illinois Cancer Control Plan Illinois Cancer Partnership Illinois Department of Public Health Southern Illinois University School of Medicine Currently in the process of writing our newest Illinois Comprehensive Cancer Control Plan!

Radon in 2010-2015 Illinois Cancer Plan Primary Prevention: Goal 3: Decrease the proportion of Illinois residents who are exposed to unsafe levels of environmental carcinogens. Objective 2: Reduce exposures to radon in all indoor areas. Strategy 1: Increase the number of homes tested for radon levels and mitigated if elevated levels are found. Strategy 2: Increase the number of rental units, schools, work places, and day care centers tested and mitigated if elevated levels are found. Strategy 3: Develop programs to assist economically challenged homeowners to test and mitigate if elevated radon levels are found. Strategy 4: Establish statewide standards to include radon control features in new construction.

Radon in the Current Plan Goal: Reduce the incidence of lung cancer caused by exposure to radon Objective: Decrease the number of existing structures with elevated radon levels and increase the number of newly built structures built with radon reducing features. Strategy 1: Increase the proportion of homes with an operating radon mitigation system for persons living in homes at risk for radon exposure. Action: Support programs encouraging installation of active radon mitigation systems in new construction homes.

Radon in the Current Plan

Radon in the Current Plan Goal: Reduce the incidence of lung cancer caused by exposure to radon Objective: Decrease the number of existing structures with elevated radon levels and increase the number of newly built structures built with radon reducing features. Strategy 2: Increase the proportion of new single-family homes (SFH) constructed with the mandatory radon-reducing features, especially in high-radon-potential areas. Action: Support the creation of a model ordinance for counties and municipalities to enforce the requirements of the Radon Resistant Construction Act.

Radon in the Current Plan Illinois Radon Resistant Construction Act – (effective 2013) Requires all 1 & 2 family homes in Illinois be built with a passive new construction pipe for radon. **Does NOT include enforcement responsibilities!!**

Radon in the Current Plan Goal: Reduce the incidence of lung cancer caused by exposure to radon Objective: Decrease the number of existing structures with elevated radon levels and increase the number of newly built structures built with radon reducing features. Strategy 3: Increase the number of rental units, schools, work places, and day care centers tested and mitigated if elevated levels are found. Action: Support policy that expands the Radon Awareness Act to include mandatory radon disclosure in rental property.
