Framlingham Town Council Community Hall Consultation Briefing - Oct 2017 The process tonight: There will be a short introduction from me Councillor John Jones will provide detail on the background to the proposal dealing with the Neighbourhood Plan and finance. Councillor Simon Garrett will outline the initial draft design of the community centre. There will then be a question and answer session followed by a summary of the evening and an outline of the next steps.

Framlingham Town Council Community Hall Consultation Briefing - Oct 2017 IDENTIFYING THE NEED FOR A COMMUNITY CENTRE 1997 Feasibility Study by Pannell Kerr Forster. 2001 Community Action Plan Questionnaire – 95% in favour. 2002-8 Sites identified – projects started and failed. 2012 Framlingham Town Council agree to prepare Neighbourhood Plan (NP). 2013 NP Survey confirms 84% in favour. 2015 Dr Dan Poulter MP – Independent survey: 82% agree that a community centre is needed. 2015 NP pre-submission policy feedback positive. 2016 NP pre-submission (Reg 14) public consultation (6 week) identified Vyces Road site. 2016 NP final draft submitted to SCDC. 2016 SCDC approval and (6 week) consultation prior to appointing independent examiner. 2016 Independent examiner approves NP. 2017 Referendum 92% in favour – NP adopted.

Framlingham Town Council Community Hall Consultation Briefing - Oct 2017 INVOLVEMENT OF THE MILLS CHARITY Framlingham Town Council approached The Mills Charity regarding availability of the Vyces Road site (during Neighbourhood Plan preparation). Framlingham Town Council approached The Mills Charity to confirm availability prior to start of Working Group work on current proposal. An agreement (in principle) is in place and terms of Lease broadly agreed. The Mills Charity are currently in discussion with their legal advisors/Charity Commission.

Framlingham Town Council Community Hall Consultation Briefing - Oct 2017 THE WORKING GROUP The Working Group was established in July 2016 following requests for volunteers. The Working Group ‘Terms of Reference’ agreed by the Town Council. Objective: ‘To understand, investigate and develop proposals for a new community centre on Vyces Road site’. The Working Group meets monthly and has made numerous proposals/recommendations to the Town Council’s Infrastructure Planning Committee (IPC).

Framlingham Town Council Community Hall Consultation Briefing - Oct 2017 VIABILITY A draft 5-year Business Plan has been prepared on a ‘worse case’ scenario (ie. Fall back position). A detailed study of both income and expenditure – at realistic levels. The community centre can be viable and also self-funding by Year 3. Financial support (via grant) will be needed from the council, particularly in it’s first year to aid cash flow. Final decisions on funding (ie. CIL) etc. will enable a final Business Plan to be prepared .

Framlingham Town Council Community Hall Consultation Briefing - Oct 2017 COUNCIL TAX? Will there be an increase in Council Tax? We cannot see a reason why there should be. The Business Plan includes support grants from the council, particularly in the first year but these can be funded from the overall precept growth. The precept (council tax payment from SCDC to Framlingham) will automatically increase by the rate of housing growth.

Framlingham Town Council Community Hall Consultation Briefing - Oct 2017 SUMMARY BACKGROUND & FINANCE The people of Framlingham have repeatedly identified the need for a Community Space. During the NP process the Vyces Road/ Brook Lane site was identified as a location. The timing for funding could not be better. We have fully evaluated the CIL money ‘flowing’ into SCDC. Local CIL – cash flow forecast completed. The Community Centre is planned to be viable with no burden on Council Tax payers; And now over to Cllr. Garrett for a more detailed look at the build proposal. Thank You.
