In the Star-Telegram on Saturday, April 17, 2008 Jeers: To whoever is responsible for scheduling various events at the Will Rogers Coliseum and the surrounding area at the same time and not giving a thought about the lack of parking. On a recent Saturday, I gave up and left. Cheers to those who were able to find a parking space to attend an event. -Glen Hunt, Bedford This is a “good” problem as it demonstrates that the facility is attracting many people This individual was from another city who had traveled to Fort Worth to attend an event Benefit to the citizens from spending in restaurants, etc. Many guests of the WRMC are from outside the City.

Access Problem 2001 Carter Burgess Analysis identified a deficit of 3,000-4,000 parking spaces 2007 Jacobs Engineering Analysis identified a parking shortage of 1,700-5,000 spaces 2008 Walker Consulting Analysis confirmed a deficit of 1,714-5,795 parking spaces FY06-07 429 Events 5 Dark Days Three independent study conducted over a seven year period confirmed that there is a MASSIVE parking shortage at WRMC. The parking shortage is getting worse from 4,000 parking spaces in 2001 to 5,795 parking spaces in 2008 APHA stated in a recent survey that more parking is needed than currently exists; and suggested a multi-level parking garage was needed

Visitors spend money in Fort Worth Increased funds for benefit of Fort Worth citizens

Improving Access to WRMC New parking structure will improve access to Cultural District facilities including new Museum of Science & History Garage to be located between Community Arts Center and The Museum of Science & History 1,117 parking spaces 6 levels above grade, one basement level 20’ Set-back from Montgomery Street Accessibility of entire Culture District is jeopardized by the lack of parking in the area Walker conducted focus group meetings with community stakeholders, studied parking analyses, reviewed current and future development and recommended the addition of a 1,200 parking garage to be located between the Fort Worth Museum of Science and History and the Fort Worth Community Arts Center. This is the first step in solving parking problems identified in the three studies. Parking system will: Improve accessibility to WRMC & Cultural District provide ample handicapped parking Enhance security Improve Traffic Flow

Access by The T Another element improving access to the WRMC is public transportation We are in discussions with the T to increase access to WRMC by The T WRMC had good access at present, and we will strive to improve access by public transportation

Overall Site Plan Community Arts Center Future Development Montgomery Street Gendy Street The site is located between the Museum of Science and History and Community Arts Center Great care was given to the design and site plan of the parking garage The site plan demonstrate shows a 20’ setback off of Montgomery that -Preserves three mature trees -Provides a sound buffer for the neighborhood -locates the garage behind the boundary of the Omni Theater Enter and Exit from the new street between the Museum of Science & History and Gendy Street Space reserved on the east side of the lot for future development Museum of Science & History

Funding the Solution First step in solving the access problem at WRMC is a 1,117 space parking garage To Be Funded by: Certificates of Obligation Supported by Revenue from new parking system Initial Parking Fee $5.00 Three independent studies have verified that there is a massive parking shortage at WRMC (Story about parking challenges last week during a luncheon in Amon G Carter Exhibits Building Garage will improve access to WRMC and Cultural District Majority of visitors that attend events are from outside Fort Worth Great design that complements the WRMC and Cultural District Parking is NOT free Currently parking is subsidized by Fort Worth citizens Parking should be self supporting If sufficient parking is not developed, insufficient parking will negatively impact the facility operations and adjoining museums and operations Reserve fund of $2,000,000 Dept scenarios are based on an assumed interest rate of 5.5% with a Cap-I Fund Earnings Rate of 2.00% (along with increased costs of financing) Initial Parking Fee $5.00 with $1.00 increase every 2nd year until year 9. 25 Year Debt – Payoff in 2033 Walker Study proposed paid parking as the best solution to fund the parking improvements

Neighborhood Preservation CFW recognizes the need to preserve the neighborhood for residents and their visitors CFW will partner with neighborhood in developing residential parking preservation options City is being proactive in preserving accessibility to the neighborhood Residential permit parking plan is defined by two block walking distance bounded by Montgomery, Tulsa Way, Bryce Avenue and Frederick Street & Owasso Street. No charge for residents and guests Special visitor permits available upon request

Implementation Schedule December 2, 2008 Zoning Change from A-5 to PD February 2009 Anticipate Garage Construction begins December 2009 Anticipated Completion Parking system will: Improve accessibility to WRMC & Cultural District provide ample handicapped parking Enhance security Improve Traffic Flow Paid parking will continue after the 2010 Stock Show Museum of Science & History renovation anticipated completion in late 2009
