Introduction The Regional Intelligence Liaison Office (RILO) is a global Customs intelligence network consisting of 11 (eleven) RILOs, which ESA is part, scattered around in different regions of the world. The RILO – ESA is an office for collecting and analysing data of the intelligence, as well as, disseminating information on trends, modus operandi, routes and significant cases of fraud. Role – RILO ESA Encourage information exchange and NCP reporting into CEN; Support regional intelligence –based operations; Facilitate mutual assistance and cooperation with other enforcement agencies, including the exchange of related operational information in accordance with relevant legal provisions and in agreement with (national or regional) authorities; Provide technical or other assistance to NCPs; Promote and maintain regional cooperation between customs and between customs & other law enforcement agencies and organizations; Circulate alerts, bulletins and annual reports on the activities. WCO Tools is a Global Customs Enforcement System which also acts as a central depositary for enforcement-related information. It is a tool that enables Customs officers around the world to exchange information on Customs offences and intelligence in timely, reliable and secure manner with direct access available 24 hours a day too. WCO Tools Is a global communication tool, that facilitates all user the exchange and use of data, timely, reliable and secure manner with direct access available 24 hours a day. All messages exchanged during an operation via CENcomm platform are stored encrypted on the WCO server. September 28 - 29, 2016
Benefits of using CENcomm platform was developed and specially designed by WCO secretariat to: Enable WCO members to fight illicit trade more effectively and efficiently; Take care of information security concerns; Overcomes languages barriers; Ensure effective border control by combating the Customs offences and disrupting the flow of illicit traffic; Allays security fears associated with using the internet; etc. September 28 - 29, 2016

Results of using the WCO tools World Wide Overall we conclude that there was a decrease of approximately 31.16% of the cases of seizures related to CITES in the period of January to July 2016, compared to the same period of 2015. Total 1428 983 September 28 - 29, 2016

Contribution of ESA Region on Illicit traffic of CITES Considering the scenarios below, taking into account the data in our possession, obtained from CEN, we conclude that our contribution on this fight is still far beyond the desired.
