Accredited Standards Committee C63® - EMC C63.14: Discussion with IEEE-SA staff regarding dictionary database for C63.14 Update from Markus Plessel, 10/16: The IEEE Standards Dictionary Online Phase 1 redesign was completed in September 2016. Phase 1 focused on extracting and displaying definitions directly from IEEE Standards XML content. There are some known gaps in the definitions set, since not every single standard was converted into XML. C63 Standards are listed there towards the end of the listing: http://ieeexplore.ieee.org/browse/standards/topic/ieee/?selectedValue=4294967254 New C63 standards, amendments and revisions will all go through the XML conversion process and the definitions will automatically be displayed within IEEE Xplore. With this workflow in place, there really won't be a need to maintain a separate database for C63 standards. Lastly, Phase 2 will focus on rearchitecting the IEEE Standards Dictionary Online landing page to facilitate better navigation and search through the IEEE Standards Dictionary to find the definitions.

IEEE’s Request on Behalf of C63.15 Permission request included exact standard language required by IEEE: Non-exclusive, irrevocable, royalty-free permission to use this material is granted for world rights distribution, with permission to modify and reprint in all future revisions and editions of the resulting draft and approved IEEE standard, and in derivative works based on the standard, in all media known or hereinafter known.
Permission Granted by SAE 16 August 2016. After repeated follow ups, the following permission was granted by SAE: Permission is granted for non-exclusive English language rights, and for the specific use as indicated in your email; Permission is required for new requests, or for further use of the material; The SAE material must be clearly identified and include the following statement “Reprinted with Permission from SAE International”; We also request that you include a complete reference to the SAE document in the reference section for each figure/clause used; The permission does not cover any third-party copyrighted work which may appear in the material requested; Licensor’s use of this material, in whole or in part, is entirely its responsibility, and SAE International does not warrant or is not responsible for any use of the material.” 8 September 2016. IEEE paid SAE $1100 for permissions on behalf of and authorized by C63
Permission Not As Requested 22 September 2016. IEEE-SA followed up with SAE to request that SAE amend its permission to comply with IEEE-SA’s requested permission IEEE-SA further advised SAE that the C63.15 WG did not intend to modify the SAE text 2 November 2016. Permission not granted: “Upon review, it is determined we are unable to grant permission to amend or modify standard SAE language, per your request. This decision is based upon current SAE copyright terms and guidelines. ”Derivative works” may have been an issue for SAE?
What does this mean for the Working Group? If the WG believes that it needs to alter the text in any way, they can't do that with the permission we have obtained. The WG can only use the text as SAE permits. The WG may have to cite rather than excerpt, IF they want to alter the text. If there are differences, the WG will have to be specific about what they are citing in the SAE document, and what the C63 document requires. Otherwise, they will need to determine an alternative to obtaining the SAE text. If the WG is using the text from the SAE standards without change, the permission we have received covers this.
