Skills development in the Provinces. Commission 4 Skills development in the Provinces. Aim: To consider skills development work and ways to improve the systems for delivery. Mr. Mxolisi Maphakela

Commission 4:Topics Monitoring the implementation of skills development in Provinces. Human Resource Development Strategy 2030. Implementing skills development and training in Provinces. Progress of skills through Strategic Infrastructure Project.

Lack of funding in certain levels of qualifications. Recommendations Challenges in the implementation of HRDS Multiplicity of strategies and structures which leads to challenges in coordination. Lack of funding in certain levels of qualifications. Recommendations Integration of the NSDS and HRDS-SA- to avoid planning and reporting duplication (maximise resource and improve knowledge sharing). Youth development needs should be highlighted as part of a strategy and within youth development the focus should be on emerging entrepreneurs in the relevant sectors of the economy. Engage the NSF on qualifications that slip through the SETA gaps.

Key Issues: Commission 4 1. Self employed youth with no qualifications (waste removers, emerging farmers and street vendors, etc). Recommendations Strengthen the community education and training colleges to offer technical skills. Identify entry level qualifications. Traditional counsellors should be effectively consulted and be part of the skills development forums. Expand the TVET enrolment and curriculum (including private providers). Consolidated reporting framework to be used for skills development in the Provinces.

Key issues: Commission 4 2. Private providers not being recognised as a source of training for skills development Recommendations Private Providers need to be recognised as a key contributors to skills development in the Provinces. Fast tracking registration to allow contributions to skills development. 3. Strategic Infrastructure Project (SIPs) The provinces needs to sign MoUs with the SIPs units and to establish SIPs forums. Prioritise the consultative workshops in the Provinces when developing scarce skills within SIPs and funding need to be allocated. Establishment of agricultural colleges in deep rural areas (Mobile learning). RPL and E-Learning should be made a prominent aspects for skills development in the Provinces.
