National Education Forum: Residential Wood Heater NSPS Direction November 8, 2012 The Depot Minneapolis, MN
Presentation Objectives Overview of the New PFI Standards Difference from European Standards
PFI’s Standards Program - Purpose Defining the means by which we can responsibly turn this: into this:
PFI’s Standards Program - Purpose To provide the graded fuel referenced in EPA’s anticipated NSPS for certifying pellet burning appliances To provide the graded fuel required to be used by consumers in all certified pellet burning appliances Increase the consistency and quality of pelletized fuel throughout the industry
PFI’s Program Structure
PFI’s Program Documents http://pelletheat PFI Standard Specifications for Residential/Commercial Densified Fuel PFI North American Grading System for Residential/Commercial Densified Fuel PFI Residential/Commercial Densified Fuel QA/QC Handbook ALSC Residential/Commercial Densified Fuel Enforcement Regulations
Premium, Standard & Utility Grades
PFI’s Quality Mark Displayed on front lower third of the bag Additives may not exceed 2% by weight (type must be stated) Material class must be stated Higher heating valued stated as-received and must reflect a minimum BTU guarantee – verified by audit Manufacturers may provide other guarantees as long as their claims are demonstrated through audit (e.g. Ash Content As-Received: <0.50%)
Key Program Provisions Uses an accredited auditing structure Third party testing and inspection Prohibits the use of chemically treated materials Controls the use of post consumer recycled material through “Appendix A” Currently post consumer recycled materials are NOT ALLOWED
Current Program Status Accreditation Body = American Lumber Standard Committee (ALSC) Approximately 12 auditing agencies and 5 laboratories have been accredited Dozens of pellet production facilities have initiated implementation of the PFI Standards Program and/or signed a pledge letter to implement the program
PFI Standards/EN plus Similarities Both include an accredited auditing structure and third party oversight QA/QC practices at the facility Three grades with similar grade criteria
PFI Standards/EN plus Differences EN plus covers the complete supply chain Sustainability criteria Carbon calculations Inspection and testing frequency
