Despite Rising Need, Funding is Being Divested Human Services spending grew at an average of 3.1% (adjusted for inflation) per year from 2007-2011. Since 2011, funding declined yearly by an average of 1.3% (also inflation adjusted). If Human Services funding had continued to grow at the pre-2011 rate, current funding would be $500 million or 30% greater in FY 2017 then the enacted budget.

Child Poverty: 2000 18.8% 2007 19.1% 2014 22.6% 2015 22% child poverty rate fell from 22.6% in 2014 to 22% in 2015, but that change is not considered statistically significant. Child poverty was 28.6 percent in New York City in 2015, and even higher in many upstate cities.
