CENTRAL ELECTORAL COMMISSION REPUBLIC OF MOLDOVA CENTRAL ELECTORAL COMMISSION Review of international support to the CEC and strategic outlook ahead of 2014/2015 elections Chisinau, 31 October 2013

Review of assistance to the CEC 2008-2013 Review scope: Electoral Support Project implemented by UNDP funded by EU (2008-2012) IFES programmes funded by USAID (2008-2013) Review concentrated on: Lessons learned Current situation Implications for future assistance Important consideration: 4 Elections and a Referendum between 2009-2011

Main Conclusions 2008-2012 Assistance targeted CEC needs and priorities Assistance remained relevant by being flexible and adopting to real needs during multiple electoral cycles Results are sustainable only in case of CEC involvement, interest and ownership Strengthening CEC institutional capacities are vital: capacity substitution does not help in the long term need for an institutional development perspective Multiple electoral events did not allow to concentrate on long-term strategic objectives

Key Results 2008-2012 CEC transparency increased CEC Continuous Training Center established and provides training to Local Government, Commissioners, Political Parties Political Party Campaign Finance legislation prepared (currently in the Parliament) CEC IT capacities strengthened: Hardware provided and forms basis of CEC infrastructure Software (SAISE) partially developed Voter Lists improved: procedures for eliminating “obvious errors” established and applied CEC Strategic Plan for 2012-2015 adopted and long-term institutional development started

Remaining issues from 2008-2012 State Register of Voters (SRV) SAISE development & maintenance Legal framework (Law 101, Electoral Code) Out-of-country voting Continue institutional development (including strategic planning and Monitoring & Evaluation system)
