Definitions BS types: Macro (M), micro (m), pico (p), femto (f) PIB_x = In-Block Power for BS type x. PBL_x = Baseline Power for BS type x, emissions in another operator’s block. PTr_x = Power for BS type x in Transitional region, between own block and adjacent operator’s block (not if guard band) for TDD, and 0 – 10 MHz from own block if FDD. Guard bands: 3400 – 3410, 3490 – 3510, 3590 – 3600 MHz. Applicable if FDD is used. Comment: definitions used in previous Decisions not always unambiguous, so re-used only to some extent.

In-block power Macro: no limit Micro: no limit Pico: 24 dBm Femto: 20 dBm From 2 GHz decision: ”An in-block EIRP limit for base stations is not obligatory. However, Member States may set an EIRP limit of between 61 dBm/5 MHz and 65 dBm/5 MHz in the FDD downlink band, noting that this limit can be increased for specific deployments, e.g. in areas of low population density provided that this does not significantly increase the risk of terminal station receiver blocking.” Comment: Macro and micro = Wide Area BS. Macro power and antenna at 5 m above street would be a problem, but it won’t happen.

With above proposal that is not taken into account. (would give stricter req’s from 43 into DL of band 22.)

MSR = LTE Category B option 2 SEM should be used for Macro and micro. Tech neutral, and provides good co-ex. Local area SEM (5,10,15,20 MHz) for pico Home BS (5,10,15,20 MHz) for femto See also Orange input to last XO meeting Comment: it’s not obvious that PTr_x should be the same in FDD and in TDD spectrum, since there will be BS-BS interference from emissions in the TDD transitional region ... but it works. (Use standard ACS, slightly improved with filtering.)
