Relevant outcome of COP-21 Adaptation (Article 7(c)): Strengthening scientific knowledge on climate, including research, systematic observation of the climate system and early warning systems, in a manner that informs climate services and supports decision-making

This is consistent with the GFCS Enable better management of adaptation to climate change through the development and incorporation of science-based climate information into planning, policy and practice The Vision of GFCS “Enable better management of the risks of climate variability and change and adaptation to climate change, through the development and incorporation of science-based climate information and prediction into planning, policy and practice on the global, regional and national scale."

Research and science are key drivers Research: “strengthening scientific knowledge” Research feeds IPCC assessment reports Climate Research has requirements of its own WCRP and its observation panels play a key role A robust science base is needed for all GFCS pillars This is true for “Observations and monitoring” Science of observation and extraction of Climate Data Records shall not be underestimated

Climate Symposium 2014: Relevant Outcome There is a need for an integrated observational approach. One that is strategically designed to be cost effective and sustained over decades, yet remains targeted on key challenges and promotes the fusion of theory, models and observations. Where relevant, this approach should also address the linkages to societal benefits, as this could facilitate the funding of new observation systems.

CEOS/CGMS Climate WG - Background New Joint WG formed in November 2013 Extensive re-use of the arrangements and focus of the predecessor CEOS Climate WG ToRs slightly re-worked to clarify the 3 over-arching objectives (reference point is the set of GCOS ECV requirements): Providing a comprehensive and accessible view as to what Climate Data Records are currently available Making best use of currently available data by delivering additional Climate Data Records (e.g. by identifying and targeting cross- calibration or re-processing gaps/shortfalls) Optimising the planning of future satellite missions and constellations to expand existing and planned Climate Data Records, in terms of both coverage and record length 5th Meeting of the WCRP Data Advisory Council, 7-8 April, Asheville, USA

CEOS-CGMS WGClimate Relevance for Planning Provide visibility on Climate Data Records available from CEOS & CGMS missions or their combination on an GCOS ECV basis that allows response to GCOS IP; The Inventory establishes traceability with respect to GCOS principles, requirements and guidelines; The WG identifies gaps and shortfalls, provides recommendations and formulates a coordinated action plan to address recommendations; This optimises the planning of future missions and constellations to expand Climate Data Records and close gaps with respect to GCOS requirements. CEOS/CGMS Climate WG – Recent Developments Main developments since Nov 2015: Europe (ESA then EUMETSAT) will chair the joint WG for the next 4 years An “integrated team” has been formed to take advantage of this 4-year perspective ESA has responsibility for completing Inventory Cycle #2 and EUMETSAT has responsibility for completing Cycle #3 The EC (via Copernicus) has provided funding for a dedicated inventory resource – now in place 5th Meeting of the WCRP Data Advisory Council, 7-8 April, Asheville, USA

CEOS/CGMS Climate WG – Recent Developments Main developments since Nov 2015 - Ctd: Immediate focus has been on preparing for Cycle #2: The ECV inventory has been transferred from NASA to Europe The contents of the Inventory have been assessed and its structure has been slightly modified in preparation for the start of Cycle #2 An ECV Inventory Guide (to support data providers in the population of the inventory) has been prepared – endorsed at the meeting of JWG on 7-9 March 2016 A reference Gap Analysis Guide (taking benefit from the thin slice gap analysis conducted during Cycle #1) has been prepared – also endorsed at the meeting of JWG on 7-9 March 2016 5th Meeting of the WCRP Data Advisory Council, 7-8 April, Asheville, USA
