Onishi (Chairperson, Professor Emeritus of Kyoto University, the leader of the Japan Society of Civil Engineers), and K. Takeuchi (Secretary, Senior Civil Engineer of OBAYASHI, one of the leading companies of civil engineering in Japan)

Contents Outline of the CIVIL Group and its Organization CIVIL Group Activity in 2016~ early 2017 four working group were organized to study various civil engineering issues. After making summary report for the above issues, new working groups were organized in early FY 2017. five working group were organized to support the site-specific civil engineering issues.

Outline of CIVIL Group Activity in Japan -The purpose of CIVIL Group and Organization- The purpose: to smoothly host ILC in Japan by investigating CIVIL-related design, construction and engineering works. The organization: when it was created in 2016 is consisting of four WGs by 30 companies of general contractors, geological survey consultants and others and creates following 4 working group: WG1: Important civil engineering issues of the ILC WG2: Management of civil engineering of the ILC WG3: Town planning when the ILC is located WG4: Research & Investigation for instance “on-site inspections”

The CIVIL Group Activities in FY 2016 6 reguler CIVIL Group meetings and 20 ad hoc WG meetings have been held including the presentation about the ILC basic policy by Prof. Yamashita of Univ. of Tokyo and Prof. Suzuki of Iwate Prefectural Univ. AAA CIVIL Group has displayed our activities and technologies of each company in LCWS2016 held in Morioka, Japan.

WG1 activity: Important issues 【Output examples】  ・ Geological investigations to be done in the pre-preparation period   Define issues during the outline design Point of interest during the basic design Survey items during Linac tunnel (1) Organization of conditions of the site to define the linac tunnel layout i: horizontal alignment ii: vertical alignment (2) Design of the standard cross section of the tunnel and shoring (3) Determination of the important conditions for the design and construction Geology, rock condition, underground water conditions (2) Fracture in thick earth covering zone (3) Weathering in thin earthe covering zone (4) Fracture and/or alteration zones (5) Geological boundary, river, railway, road, underground water Collection of ground information by ground survey and geophysical exploration (2) Study of specific survey methods i: Ground survey => Distribution terrain, geological nature, un- consolidated layer ii: Geophysical survey => Electromagnetic and elastic wave exploration Other underground construction Design the layout of access tunnel and access hall by considering construction method (2) Design the standard cross section and shoring Investigation a high priority zone

WG2 activity: Management of ILC civil engineering Recently, the Japanese MLIT (Ministry of Land, Infrastructure, Transportation and Tourism) published the new guideline 2015 for realizing a wide variety of bidding and contractual methods of public works. This enables to make the contracts of design & build, including detailed design, and early contractor involvement (ECI), considering its complexity, restricting conditions, client-side organization, and characteristics of contracts.
