IN ORDER TO THIS 5+5 COUNTRIES FOR WHICH MED SEA REPRESENT A PILLAR A OF THEIR SOCIETY, SHOULD CONSIDER IT AS CENTRE OF ANY STRATEGIC POLICY DEVELOPMENT. OASIS 2012 LIVEX AUGUSTA AND IONIAN SEA 11 - 15 JUNE 2012 “OASIS” IS AN ANNUAL LIVE EXERCISE BILATERALLY ORGANIZED BY TUNISIAN AND ITALIAN NAVIES. THE EXERCISE IS ALTERNATIVELY LED BY ONE OF THE TWO NAVIES, EDITION 2012 WILL BE LED BY THE ITALIAN NAVY. THE AIM IS TO CONDUCT A LIVE EXERCISE AT SEA FOCUSED ON THE CAPABILITY OF TUNISIAN AND ITALIAN NAVIES TO COOPERATE IN COMBINED MARITIME OPERATIONS. LIVEX AUGUSTA AND IONIAN SEA 11 - 15 JUNE 2012 19
5+5 Regional Information Sharing Exercise THE 5+5 RISE IS A “AT HOME COMPUTER BASED EXERCISE” AND ITS PURPOSE IS TO CONSOLIDATE THE COOPERATION AND INTEROPERABILITY AMONG THE 5+5 NET NAVAL OPERATIONAL CENTRES (NOCS). In accordance with the exercise’s aim and objective, DIREX acted to promote: confidence with the system; proper functionality of available tools; knowledge of last SOP draft as well as endorsed “Common procedures manual in the field on maritime security”; All the participating NOCs proved, once again, that V-RMTC is a valuable tool to share maritime information in a very fast and reliable way and to promote confidence building in the 5+5 arena; ALL INVOLVED NOCS PROVED SKILLED KNOWLEDGE OF SYSTEM AND PROCEDURES AND CONFIRMED THE EFFECTIVENESS OF THE EXERCISE. MORE OFTEN AND MORE CHALLENGING SCENARIOS SHOULD BE DEVELOPED FOR FUTURE SIMILAR EXERCISES, IN ORDER TO MOVE THE COMMUNITY TOWARDS MORE COMPLEX LEVEL OF COOPERATION. WISH FOR THE FUTURES AS OUTCOME OF THE PARTICIPANTS IMPRESSIONS, THE COMMON PERCEPTION IS FOR A MORE FREQUENT SIMILAR OPPORTUNITIES. ITALIAN NAVY WOULD LIKE TO ACHIEVE A COMMON LEVEL OF KNOWLEDGE IN ORDER TO ALLOW EACH NOC TO BE ABLE TO CONDUCT SIMILAR EXERCISES ON A ROTATIONAL BASIS.

V-RMTC 5+5 NET - DEVELOPMENTS Outcomes from the 6° V-RMTC 5+5 NET Experts’ Meeting. Rome, 12th- 14th April 2011 – Steering Group Session the opportunity to exploit the V-RMTC 5+5 NET for effective maritime data sharing in support of all the 5+5 maritime activities; the need to keep updated the lists of operational and technical points of contact (POC’s), to facilitate prompt and direct liaison among Experts and operators at the various Naval Operation Centres (NoCs) of participating Navies for both operational and technical problems solution; the need to extensively use the Standard Operational Procedures (SOP – third draft disseminated during the SG session), to verify their effectiveness in day-by-day NOCs activities, with particular reference to the introduction of contacts classification as per Common procedure Manual in the field of Maritime Security. the opportunity to provide ITN Main Communication Centre (MARITELE ROMA) with inputs in terms of possible improvements of the system to meet the operational needs of the 5+5 community; the requirement for ITN technical support, to consolidate the overall efficiency and interoperability of the network; FOCUSING THE ATTENTION ON THE EVOLUTION OF THE V-RMTC 5+5 NET. Rome, 12th- 14th April 2011 – Training Session The value of training sessions to the benefit of trainers from individual participating Navies, in line with the “Train-the-Trainers” formula. Nevertheless ITN will continue to provide support when requested by participating Navies. V-RMTC 5+5 NET - DEVELOPMENTS RECOMMENDATIONS to support the extensive employment of V-RMTC 5+5 NET in the conduct of any operational and training activities within the community, also through the use of contact classification introduced in compliance with Common Procedure Manual in the field of Maritime Security; to exploit the system’s flexibility and its technical developments, aiming to foster shared surveillance capabilities for the improvement of common situational awareness in the maritime environment; to stress the need that participating Navies continue their increased efforts to insert data concerning maritime traffic of interest; Recommendations to defence 5+5 Steering committee
V-RMTC 5+5 NET - DEVELOPMENTS OPERATIONAL MAIN GOALS: to underline the opportunity that participating Navies insert data concerning vessels smaller than 300 tons, fishing vessels and any other type of ship when they consider them relevant for the recognized merchant maritime picture in the area of mutual interest as defined in the V-RMTC 5+5 NET OA; to extensively adopt the use of encrypted tools, such as the PKI encrypted e-mail to enhance the security of the data sharing process; to continue improving the system’s knowledge at national level and also through the implementation of Computer Based Training (CBT) applications and the periodic conduct of “at home exercises” that can be organized also on short notice and based on exercise documents already available; to consider that the V-RMTC 5+5 NET based on its collaborative spirit can eventually support the development of a comprehensive approach in the 5+5 maritime dimension. 26

WE CAN ACHIEVE ALL GOALS MENTIONED THANKS THE COMMON VALUES AND HISTORIC HERITAGE OF OUR COUNTRIES AND OUR ATTITUDE TO SHARE EXPERIENCE. WE STRONGLY BELIEVE THAT REGIONAL DIMENSION IS THE APPROPRIATE CONTEXT TO EFFECTIVELY START TO DEVELOP BASIC COOPERATION NAVIES, OPERATING IN THE HIGH SEAS, CAN REPRESENT AN ADDED VALUE AND WOULD BE THE BEST COST/EFFECTIVENESS SOLUTIONS. THE SYNERGIES OBTAINED BY HARMONIZATION AND COOPERATION AT REGIONAL LEVEL CAN GREATLY ENHANCE THE OVERALL MARITIME SECURITY IN THE MARITIME DOMAIN OF INTEREST. THE 5+5 V-RMTC NET IS, INDEED, A SUCCESS STORY THAT WE ALL MUST BE PROUD OF: THROUGH IT WE HAVE BEEN ABLE NOT ONLY TO IMPROVE INTEROPERABILITY AMONG OUR NAVIES, BUT ALSO BUILD CONFIDENCE IN SHARING INFORMATION AND EFFECTIVELY FOSTER DIALOGUE & COOPERATION
