Objectives To link the Common Statistical Production Architecture and the ESS Enterprise Architecture Reference Framework developed for Vision Implementation To introduce the new artefact proposed by the ESS Enterprise Architecture Reference Framework and discuss present their use

Outline PART 1 : ESS Vision 2020 and ESS EA context and link with CSPA PART 2 : ESS EA Reference Architecture artefact The ESS capability model The Statistical Production Reference Architecture

PART 1 ESS Vision 2020 & ESS Enterprise Architecture – What , Why and How

ESS Vision 2020 : The 5 priority areas

ESS Vision 2020 and CSPA Efficiency in production processes CSPA value proposition Further intensify the collaborative partnership of the ESS Enable international collaboration initiatives for building common infrastructures and services Provide the ability to supplement internal capability by drawing across the statistical community Further identify and implement standards for statistical production Encourage interoperability of systems and processes Foster alignment with existing industry standards Adopt enterprise architecture as a common reference framework Apply a consistent enterprise architecture approach within and across statistical organizations Advance in sharing IT services and infrastructure Facilitate the reuse / sharing of solutions and services and the standardization of processes Benefit from exchange of (micro)data

ESS Business Capabilities Model – use cases Key EA stakeholders needs To ensure that their Vision gets implemented effectively and efficiently Managers To make sure that the business needs are clearly expressed and implemented by IT Business and IT leaders To develop the architecture "to be state" and roadmaps and ensure projects are aligned to it Architects To deliver results that contribute to the "to be state" and expected benefit are realized Project Manager

PART 2 : ESS Enterprise Architecture Reference Framework

What is the ESS EA RF A set of tools to be used by project/programme managers and ESS architects involved in the implementation of the ESS Vision 2020 The framework provides a common set of terms, methods, models and standards which form a starter set for the points that should be addressed in ESS Vision projects These tools build on the conceptual and global frameworks for Officials Statistics (such as CSPA, GAMSO, …) and aim to fill the gap between concepts and implementation.

ESS EA RF components Business Capability Model Principles They represent what the ESS should/will be able to do The realised by a combination of Processes, People & Organisation, Technology & Information, Methods, Standards and Framework Principles They provide norms (decision) and guidance (design) for project architects They enshrine the ESS Vision 2020 values The ESS capabilities model – the capabilities model identify and position the key capabilities required to implement Vision 2020 – capabilities are defined as practical ability to realise a business outcome by a combination of Processes, People, Organisation, Technology & Information, Methods, Standards and Framework. It serve as an anchor model for implementing the Vision The ESS business process model – this is a statistical process flow model which provides a generic process flow supporting the statistical value chain visualising the impact of the Vision ideas like new data source, industrialisation, data pool The ESS EA building blocks – identify the key functional building blocks supporting the implementation of the ESS Vision 2020 Principles– these are the principles to provide norms (decision) and guidance (design) for project architects More detailed Business Function architectures to be developed stepwise – the Business Function architectures translate capabilities, processes, building blocks, as well as design principles and standards into practical Business Function use cases Architecture building blocks They define bundle of functionalities necessary to realise the ESS Vision 2020 These are the basis for deciding what to share and what are the implementation standards

ESS Statistical Production Reference Architecture provides A generic architecture linking the key ABBs A functional view of the 3 main business functions of statistical production A tentative list of business services and their link with GSBPM and the ABB; A set of design principles Scenarios for ESS deployment (opt-in / opt-out) Refers to CPSA for statistical services identification, specification and design

ESS Business Capability Model

Business Capability “An ability that an organization, person, or system possesses. Capabilities are typically expressed in general and high-level terms and typically require a combination of organization, people, processes, and technology to achieve.” (TOGAF) The scope is to model what an organisation needs to be able to do independently of the specificities of particular processes or organisational structures.

Business Capability Capability elements Interpretation People Skills Roles Competence METHODS Algorithms Procedures … Business Capability PROCESSES Tasks Collaboration Business rules Application/Technology Information systems Information repositories Communication networks Standards Service interface Information models Capability elements Interpretation People What are the human resources required for the capability to deliver business outcomes What are the skills or knowledge required to realize the capability? What are the relevant professional profiles to realize the capability? Methods What are the methods, algorithms or systematic procedures for the capability to deliver ? Process What is the set of co-ordinated steps, procedures and business rules for the capability to deliver business outcome?   Application/Technology What are the IT applications and infrastructure required for the capability to deliver? Standards and Frameworks What standards, frameworks, policies and principles are used by the capability? Useful definitions Skill: The observable capabilities required in the execution of a job or task. They define "what" is performed within a job. Competency: A set of characteristics of an individual that are observable, measurable and predictive of performance within a given role or job. They are "how" the job gets done.

ESS Business Capability Model Supports the description of what the ESS members do or intend to do by: Setting a common language for the business Supporting development and management of ESS business capabilities Supporting capability planning (selection and prioritization) Enabling top down service identification

This is a subset of the full set of capabilities described in the ESS capability model for the management of statistical production. Other capabilities , more closely related to GSBPM like primary data collection, data processing, statistical analysis, are obviously important but they are not strictly considered as priorities for ESS cooperation. They are left for each organisation to take initiative on these. The BCM provides thus a frame to link various initiatives at ESS and national level. As the concept of capability is broad, all the dimensions of modernisation can be interlinked. Statistical Dissemination Quality improvement mgt. Identify user needs Release mgt. ESS ARCHITECTURE BUILDING BLOCKS

Architecture Building Blocks (ABB) The ESS EA RF identifies ABB which Are homogeneous high-level functional components supporting the statistical value chain and the related capabilities provide a basis for organizing technical infrastructure and services Business capabilities Architecture building blocks Technical Architecture

The ESS ABBs 17 Building Blocks deemed necessary to realise the ESS Vision 2020 in NSIs The basis for analysing the project IT developments and the reuse of existing components

ESS Consolidation (what do we share ?/ what is unique ?) 1. Autonomous: Business processes and systems are designed and operated without coordination with processes or systems in other units. This applies to those architecture components that are distinct. 2. Interoperable: Coordination is through interoperability. NSIs/Eurostat have the autonomy to design and operate their own solutions, as long as they have the ability to exchange information and operate together effectively (of the solutions). 3. Replicated: Coordination is through duplication. NSIs/Eurostat have implemented identical business processes, solutions and information. 4. Shared: There are common business processes, a single instance of a solution and information that is shared by all the NSIs and Eurostat.

NAPS contribution and reuse

Functional decomposition Services

Scenario for deployment Scenarios show how NSIs and Eurostat can choose to connect to/benefit from common and/or shared components/services Scenario are based on different federations /consolidation approaches: interoperable, replicated, shared Different scenarios can coexist in the ESS and NSIs can move from one scenario to another at their own pace depending on their national context

Scenario for implementation Sc 1 : legacy + shared modules Sc 2 : replication + legacy Sc 3 : intergration and replication
