Purpose of this paper: Before proceeding with IWVTA consideration clause by clause and proceeding each UN-R amendment consideration at GR, we should share the possible mutual recognition scheme among different level of IWVTA. To avoid loop discussion, at first, it is better to organize and share the possible mutual recognition scheme among different levels of IWVTA, provided the requirements of table 4 in Annex 4 (list of national or regional requirements for IWVTA) are not taken into account for UNR0 in the first stage. * As for the methods of moving step 1 to step 2 in the implementation of IWVTA, we must consider separately. 2

Proposal of IWVTA scheme (image) IWVTA (Table1) -Universal- *This IWVTA shall be accepted by all CPs. IWVTA-A (Replace a certain item with an item in Table 3) -Limited recognition- *This IWVTA-A can be accepted by the specific country. *This can be recognized among CPs which require same level. IWVTA-B (Less items than universal IWVTA) -Limited recognition- *This IWVTA can be accepted by the specific country. IWVTA-AB (Table 3 and less items.) -Limited recognition- *This IWVTA can be accepted by the specific country. CPs can require installation of “if-fitted” device or system depending on their domestic demand. (Table 2)

Proposal of IWVTA scheme Basic scheme: The universal IWVTA is piled by all UN-R type approvals described by Table 1. All CPs applying UN-R0 must accept the universal IWVTA A CP who requires to install “if-fitted” device or system in their territory by Table 2, can require fitting of those devices or systems as the universal IWVTA. The CP can apply the IWVTA by replacing to the item in Table 3. The CP applying the universal IWVTA does not need to accept the IWVTA by replacing to the item in Table 3 (=the limited recognition IWVTA). The CP can apply the limited recognition IWVTA by using some Regulations within Table 1. The CP applying the universal IWVTA does not need to accept the limited recognition IWVTA by using some Regulations within Table 1.
