Background (Challenges and Resources) VA has invested in web-based enrollment. VA has had challenges to engage Veterans and attract them to benefits. Veteran’s don’t always leave the military with the skills they need to compete in the information age. Transition Team plans to invest in infrastructure. Veterans are a key part of our infrastructure Veterans do not want a “hand out” but a “hand up”. Young Veterans are more likely to be unemployed than their non-veteran peers.

Solution Attach a Veteran Labor requirement to all new infrastructure spending (i.e. 40%) at the federal, state and local levels Implement an AmeriCorps style National Service program in coordination with VA and specific to Veterans Leverage the new capabilities of the VA Enrollment and Engagement investments (via Vets.gov) to “enlist” Veterans for one of the above Once “enlisted” at Vets.gov, the VA can provide the critical support (e.g. verification, psych screening, educational benefits, medical enrollment, etc.) Once “enlisted” in benefits, the Veteran can access a job board with opportunities from Infrastructure projects (state & local agencies and contractors) Alternatively they can elect for the National Service Program as a feeder to infrastructure jobs

Added Benefits – Putting the Vet to Work We can put millions of able Veterans to work rebuilding the home front We can get millions of Veterans into the preventative and behavioral health treatments they need reducing, depression and suicide rates Spending associated with economic stimulus and infrastructure provides the added value of serving our disenfranchised Veterans We leverage the “call of duty” to reduce the stigma of asking for help We reduce future costs of delayed care, homelessness and unemployment We increase the VA’s coverage and access to the Veteran community We improve the VA’s image challenges with the VA community

Next steps… Bi-partisan regional delegation (San Diego or Southwest) to push for legislation and / or regional trials. Lobby members of Appropriations, Veteran Affairs (HCVA) and Armed Services (SASC) committees.
