Tirana University in the Consortium University of Tirana is the largest and highest ranking University in Albania. It includes eight faculties, 50 academic departments, 41 study programs or majors. UT offers three-year Bachelor, one or two year Masters, and three to five year Doctorate programs, in accordance with the Bologna system. More than 114,000 students attend UT.

UT employs more that 900 faculty members. UT is the biggest college in Albania with 35 000 students. In 2013 the college accepted 95 new Ph.D. students. In the framework of globalization there is a need for: improving the laws and policies according to EU standards and strategies for researchers at a nationwide level to enhance career development and to create opportunities for researchers to transfer part of their PhD studies to other regional and European universities. Regional cooperation will increase chances to encourage universities to raise awareness about the importance of EU standards and strategies for researchers in order for the regional universities to be in line with the EU requirements

Erasmus + Enhancement of HE research potential contributing to further growth of the WB region/ Re@WBC Lifetime: 3 years Six work packages: Preparation for the HR research management reform Excellent university for the researchers Excellent researchers for the community Quality at Re@WBC Dissemination and exploitation Management at Re@WBC

First meeting The objectives were to introduce to each other all the partners of the project to develop a common understanding of the project objectives, activities and expected results to discuss into details the action plan for the first six months to clarify project management and administrative procedures. Steering committee, WP leaders, Quality Assurance project team established.

Mapping HR management strategies at EU universities, 21-25 March, 2016, Turin The objectives of the meetings were:  empowerment for employability and the  stage and job unit,  the importance of HR Strategy for researches for inclusion of WBC research institutions in  ERA,  how to attract international researches,  reporting system,  presentation of good practices from Turin. 

Meeting: Mapping HR management strategies at EU universities, 18‐22 April 2016, Liège Participants from the Western Balkans universities learned about the procedures used by Université de Liège in various fields which will be useful in order to increase of their research capacities. They met with experts and practicians in these fields and were able to ask them questions . Different topics included: Professional and responsible attitude of the researcher. Career development, transferable skills training, mentoring and supervision of PHD students What are the main targets to achieve at the end of a PhD and how to achieve them? Targets in knowledge/experience & Learning methods Euraxess Rights -The Human Resources Strategy for Researchers

Seminar on HRS4R for Universities management, Belgrade, 8th June, 2016 To make the university an excellent environment for the researcher, it is necessary to educate the management about the significance of improving the position of human research potential. Representatives of the management boards of the partner institutions were educated on the implementation of the Charter and Code through the “HR Excellence in Research” by HR expert from the University of Nis.

Novi Sad September 22-23, 2016 WBC administrative staff trained at the University of Novi Sad on 22nd and 23rd of September 2016.  Main topics: the practice of EU when it comes to implementation of the Charter& Code, the procedures and services for PHD students which are provided by EU administrative staff, and structure of the data bases. One of expected outcomes: get researchers acquainted with and further educated on the implementation of the Charter & Code through the “HR Excellence in Research” process, raise awareness on the matter. According to their budget, each WB partner institution should send 4 representatives administrative staff. 

The University of Kragujevac hosted a two – day training for 36 members of ethic committees from Re@WBC partner universities on 10 – 11 of November. Two – day training in Kragujevac covered important topics and open some of the crucial questions in science when it comes to ethics: • Why do we need Research Ethics Committees and what do they do? • Who should sit on an ethics committee: Moral preferences or subject expertise? • Developing capability in research ethics: Ethics Committee Members as role models, mentors, and trainers. • How European universities deal with integrity and ethics, and how they train the researchers for good practices in research?

2-3 December, 2016 5 out of 8 WB partner universities have applied for the HRS4R logo Many of the partners had not even endorsed “European Charter for Researchers” and “The Code of Conduct for the Recruitment of Researcher”. The University of Tirana had prepared all the necessary documents but it was only for technical reasons that they did not apply for it in time (before 15.11.2016).
