Oil loss while pipeline under pressure of oil transfer from barge to tank farm. Barge pumps ran approx 5 minutes.

I-195 Eastbound Outfall under bridge Marina at Houlihan’s Tavern Storm drain outfall located below the I-195 bridge.

Summary Total volume spilled was unknown until volume required to repack pipeline was determined. Total spill (not accounting for amount recovered) estimated at approx 68K gallons. Mass balance of oil loss, recovery, and remaining in the environment being finalized and agreed to by UC. Recovery wells in place and ground water contamination plume being mapped by RP’s contractors. No further sheening from Valley Street outfall. Migration of oil in ground water has not resulted in a sheen in the river. Shifted from emergency response (Unified Command) to long term remediation led by RI DEM
