Responsibilities The referencing of national qualifications to the EQF is the responsibility of the Ministry of Education, Youth and Sports The National Coordination Point for the EQF in the Czech Republic was established at the National Institute of Technical and Vocational Education (NÚOV) based on a proposal approved by the Ministry of Education Proposals are made within the EQF NCP and discussed with stakeholders, experts and policymakers and the Ministry of Education, Youth and Sports. The Ministry makes decisions and approves proposals NCP CZ coordinates the referencing process, as well as writes the referencing report. NCP CZ communicates with all stakeholders and organisations involved in the process, organises regular meetings and seminars, disseminates information and promotes the EQF 1. 2

Organisation The process is being organised by the NCP CZ. The NCP CZ coordinates discussions with relevant organisations and institutes (for primary, secondary and tertiary education, Europass, etc.) The NCP CZ was established and has been fully functional since January 2009. It has following components: - NUOV Workgroup - Advisory Group -National Council for Qualifications EQF Implementation Working Group 1. 3

Involvement of stakeholders in the EQF referencing process Stakeholders from different sectors and different parts of the qualifications system are involved, as they are members of at least one of the components of the NCP CZ They are representing organisations and institutions from both public and private sectors, such as Chamber of Commerce of the Czech Republic, Czech-Moravian Confederation of Trade Unions, Czech Confederation of Commerce and Tourism, Masaryk University, Centre for Higher Education Studies, etc. The process of referencing is discussed and consulted with them regularly 1. 4

Time schedule The project runs from May 2010 to April 2011 The studies, which served as basis for the referencing report, were prepared between June and November 2011 Seminars and workshop were held in November and December 2011 The draft version of the referencing report was introduced on March 11th at international conference in Prague The editorial board for the report was established in September 2011. Several meeting were organised, where structure and various stages and forms of the report were discussed. The last fourth meeting of the editorial board took place on March 22nd, 2011 1. 5

Report structure Executive summary (including results of the referencing process) 1. Introduction (including purpose of the report, legal framework and description of the referencing process) 2. The Czech education and qualifications systems (including quality assurance) 3. Fulfilment of the referencing criteria 4. Conclusions (including next steps regarding the NQF; challenges and further work) Annexes (including a list of bodies involved in the process, a list of meeting organised during the referencing process, excerpts from curriculum documents supporting/justifying referencing Czech qualifications to the EQF, examples of qualifications, the NSK level descriptors etc.) 1. 6

* KKOV (Classification of Educational Programme Types) ** Each qualification in the NSK (National Register of Qualifications) has a qualification level described by competences. Classification levels form a scale allowing the placement of all complete and partial qualifications and are common to the NSK and the National Register of Occupations. The qualification levels are defined together with their relation to the EQF.
