The Truth about CFPUA’s Rates Every year, the University of North Carolina’s School of Government surveys the state’s water and sewer utilities about their rates. Since CFPUA opened its doors in 2008, the study has always found its rates to be in the cheapest half, or even one-third, for North Carolina.
