P.A.V.E The working groups had 5 meetings in 2011, were composed of more than 100 experts, many of them volunteers themselves and came from 25 EU Countries (and 4 Non-EU: Bosnia and Herzegovina, Croatia, Serbia, Switzerland) The EYV 2011 Alliance members  presented P.A.V.E to the European Commission at the EYV 2011 closing conference in December 2011 in Warsaw, Poland. The 6 working groups established by the EYV 2011 Alliance were composed of more than 100 experts, many of them volunteers themselves and met 5 times during 2011. All Stakeholders Work together to support and develop volunteering in Europe. Take coordinated action to increase impact and prevent the duplication of efforts and resources invested . Volunteering promotion and implementation involves an inclusive approach. This will allow the capacity of volunteering to be maximised especially concerning its contribution to social cohesion and inclusion. NB: Stakeholder definition in the glossary 5

European Institutions Volunteering has been confirmed as an important and relevant issue for Europe. Role in setting the volunteering policy framework for Europe . Individual member state policies should sit coherently and compatibly without any unnecessary harmonisation. In establishing EYV 2011, the issuing of the EC Communication on Volunteering and agreeing Council Conclusions on volunteering and social policy and sport, volunteering is confirmed as an EU concern. EYV 2011 Alliance believes that special actions at the EU level are needed in order to further support and follow up on the established policy frameworks. Member States Ensure that volunteering policies and strategies create an environment that enables citizens to contribute to a better society through volunteering. Volunteering policy at MS level should be in accordance with the overall EU policy framework. Consultation and collaboration with all relevant stakeholders at the national level . In accordance with the principle of subsidiarity National traditions and contexts should be an essential factor when developing the volunteering environment. Policies should aim to that contribute positively to the development of respectful and cohesive communities. Sometimes as an added value to the services provided by the State. Social Partners Trade unions and Employers from all sectors. Important role to play in recognising and supporting volunteering. Part of an employee volunteering scheme or in an employee’s own time. Please stress that Social Partners are Trade Unions and Employers from all sectors, And are important actors for volunteering and in the inter-stakeholder volunteering dialogue. Employers and trade unions have an important role to play in recognising and supporting volunteering whether it occurs as part of an employee volunteering scheme or in an employee’s own time. Civil Society The stakeholder group with the closest direct contact with volunteers themselves. Ensure that the volunteer and volunteer-involving organisation perspective is taken into account. Directly care for and support volunteers Set good practice examples for all other stakeholders and partners. Work with other stakeholders to ensure that the volunteering perspective is taken into account. The EYV 2011 Alliance believes that some direct initiatives on the part of civil society would contribute immensely to the improved situation for volunteers in Europe. Cross-Border Volunteering Encourages appropriate incentives to increase the quantity, quality and impact of volunteering. Reduces legal barriers. Develop the infrastructure 10

2.1.3 Elaborate guidelines for volunteer engagement. 2.3.1 Develop and promote a European Volunteer Card. 3.1.7 Adopt a European Statutes of Association. 3.1.8 Facilitate volunteering for 3rd country nationals. 4.1.1 National volunteer strategies including possibilities for cross-border volunteering. 4.3.1 Create and allow an official status of volunteer. (e.g. to assist with residency status). 6.3.1 Ensure that methods of recognition reflect volunteers´needs. 2.1.3 Elaborate guidelines for volunteer engagement. The guidelines should promote good practice and pay attention to the development of complementary and harmonious roles for volunteers and staff. 11
