Agenda/Objectives Ensure a general understanding of the overall WIRED Accountability Framework Provide the approach to report the common performance measure outcomes for WIRED participants Make the connection and set the foundation for the dialogue between the WIRED Regional leadership and the workforce investment system to capture the WIRED common performance measure outcomes WIRED Performance Reporting

WIRED Performance Accountability Framework The WIRED initiative is different than most of the Employment and Training Administration’s other workforce investment grants The broader scope of the WIRED grants requires a slightly different approach to capture the achievements of the WIRED regions The WIRED Performance Accountability Framework was developed to describe the accomplishments of regional economic development WIRED Performance Reporting

High-Level WIRED Milestones Implementation of the WIRED framework will lead to systemic transformation Workforce investment system Talent development institutions The WIRED activity in a region will increase: Regional capacity to train workers in high-growth, high-wage industries Regional investments (financial, social, institutional) Entrepreneurial energy Productivity (technology, work reorganization, quality human capital) This transformation will result in new advancement opportunities for participants who are trained under WIRED and the broader workforce investment system’s programs WIRED Performance Reporting

Common Performance Measure Outcomes Indicate the ultimate success of your regional talent development strategies Appropriately educated and skilled individuals available to fill and attract additional high-growth and high-wage jobs to your region WIRED Performance Reporting

Common Performance Measure Outcomes Entered Employment Rate Employment Retention Rate Average Earnings WIRED Performance Reporting

Common Performance Measure Outcomes Reporting Calls for a partnership between the WIRED regions and the appropriate state and local workforce investment system components to report individual outcomes against a set of common performance measures WIRED participants to be reported using the WIA Standardized Record Data (WIASRD) Two methods for capturing WIRED participants: Co-enroll in the WIA program WIRED-only WIRED Performance Reporting

Co-Enrolled WIRED Participants Individuals who receive WIA services in addition to WIRED-funded services Data would be gathered on them as they move through the WIA service delivery structure A special code that identifies them as a WIRED participant would be inserted into their record WIRED Performance Reporting

“WIRED-only” Participants Individuals who receive only WIRED-funded services (no WIA services) With the exception of 7 data elements, the same data would be collected for these individuals as for co-enrolled participants A special code that identifies them as a WIRED participant would be inserted into their record Would be identified as receiving no services under WIA WIRED Performance Reporting

Calculating the Common Performance Measure Outcomes States will compile the co-enrolled WIRED participant and “WIRED-only” participant individual records and submit them to ETA as part of their regular submission Using the WIRED codes, ETA will analyze the data in the records to determine the common performance measure outcomes for WIRED participants WIRED Performance Reporting

The Keys to Success Communication between the WIRED region and the state and local workforce investment system Development of appropriate region-specific approaches to capture common performance measure outcomes WIRED Performance Reporting

What Should We Be Talking About? Who is a “WIRED participant”? Are there others besides those who have training paid for by WIRED funds? Does the region’s strategy focus significant resources on youth that reporting against the youth common performance measure outcomes may be appropriate? Should all WIRED participants be co-enrolled in WIA? What is the process to ensure the workforce investment system knows which individuals enrolled in WIA are also receiving WIRED-funded services? WIRED Performance Reporting

What Should We Be Talking About? How will the necessary data be collected for those individuals that are “WIRED-only” participants? Who is responsible for collecting that data? Where does the data go? What are the specific questions that need to be asked to get the answers required to complete the records for “WIRED-only” participants? WIRED Performance Reporting

Implementation Next Steps ETA will provide the special code each WIRED region should use to identify WIRED participants in the WIASRD records WIRED regions and their state and local workforce investment system discuss their specific approach to collecting the data and reporting on the common performance measure outcomes Begin collecting the information on WIRED participants effective July 1, 2007 WIRED Performance Reporting

Technical Assistance A WIRED reporting technical assistance session will be provided at Workforce Innovations 2007 WIRED regions and the state and local workforce investment system discuss the specific approach to collect data and report on the common performance measure outcomes WIRED Performance Reporting
