Introduction and Objectives Familiarization Meeting

Goals of the Legal Development Programme The goals of the WHO Road Safety Legal Development Programme (LDP) are: to improve the knowledge and skills of select lawyers and advocates in BIGRS countries in developing and advocating for evidence-based laws and regulations; to support LDPs in drafting, advising and advocating for improved road safety laws and regulations; and to build and strengthen a network of lawyers and advocates in the field of road safety that work together towards a common goal of promoting evidence-based road safety laws/regulations in the long term.

Activity Based Incentives Incentives include: Travel costs and per diem for participating actively in all mandatory government high level meetings, as well as seminars and workshops. Travel costs and per diem for actively participating in any relevant optional workshops or seminars, which is prior approved by WHO. Travel costs and per diem for attending a BIGRS road safety legal workshop in Geneva, Switzerland. Each year, two or more LDP Members who have demonstrated leadership in directly supporting BIGRS programme activities will be selected to attend a one week road safety legislation workshop/seminar in Geneva, Switzerland. Scholarship programmes identified by WHO through a competitive selection process.

Mandatory activities for LDPs are as follows: All candidates who are accepted as LDP Members must take part in a number of compulsory activities Attend an initial induction training session which will include road safety basics, introduction to the BIGRS programme, and to obtain further details about the LDP and expectations Successfully complete the WHO e-learning course on improving road safety legislation (evidenced by receipt of the individualized “Certificate of Completion Take any required courses or webinars Actively participating in high level meetings or seminars convened/organized by WHO or EKAMA

Mandatory Activities Drafting or providing input or comments to legislative or regulatory text including for example, taking part in drafting sessions Supporting the WHO BIGRS Journalism Fellowship programme, for example, developing legal briefs for media Team meetings on a monthly basis to share drafts of briefs, articles, any other contributions as may be required. LDPs will also be required to present at least one topic on road safety in every meeting (the time table for this shall be agreed)

LDP Mentorship EKAMA Development Foundation has created a Mentorship/coaching component of the LDP programme to support the implementation of the LDP programme activities. This program will match LDP mentors with mentors from phase one of the programme, thus providing participants the opportunity to explore processes or philosophies behind key issues regarding road safety and obtain a fuller understanding of how the various organizations (government, CSOs and academia) address different challenges and legal issues related to road safety Each LDP will be appointed a mentor

Roles and Duties of Mentors Meeting regularly with the LDP member to check learning progress and provide technical support. EKAMA suggests that mentors and participants meet a minimum of two hour over the course of a month. The schedule and format of meetings will be determined between the mentor and LDP member. Guide the LDP member learning and demonstration of program competencies Assisting the LDP member to understand policy and legislative trends and changes, and the different ways in which laws can effectively address issues of road safety. Sharing experiences from own learning and experiences and helping LDP members to identify avenues to increase learning Using coaching approaches to support and increase the LDP member understanding of perspectives, issues and concepts. Attest to LDP member completion of the program before certificates of completion are issued. Mentors as Reviewers – the LDP Program participants will be required to complete assignments during this program. Mentors will have the opportunity to be reviewers, including potential participation in end of program peer review panels.
