Objective of this Seminar Present the critical CSO opinions on BCCSAP especially with voices from vulnerable places and people. Address key strategic policy recommendation that will facilitate an appropriate BCCSAP and its implementation. BCCSAP-2009 : Participation and Coordination

Steps and methodologies are followed Translate the BCCSAP into bangla Orientation to the divisional organizers on objective and methodology of the workshop Copies sent to the stakeholders at division level Six divisional workshop are held where different level of stakeholder participated and provided their opinion 24 FGD (in each division four FGD) held at climate hot spots with vulnerable people. Key Observations about BCCSAP Local level BCCSAP or climate change strategic action plan is required to develop localized climate adaptation capacity. High level political coordination is a fundamental for BCCSAP implementation. Institutional reform especially on integration of climate change issues / BCCSAP along with decentralized management is an important requirement Is the BCCSAP is being integrated in the 6th Five Year Plan Need of dimensions on gender and marginalized population in BCCSAP Need elaboration on policy and implementation mechanism for present and future on how to support climate forced migrant’s issue. Agriculture and Food Security BCCSAP CSO Opinion Voices from Vulnerable people Study & develop CC tolerant verities for agriculture CC plan based on agro-ecological zone Urgent measure to protect the land and salinity Adaptation with draught Cancel leasing of all sort natural infrastructure in order to appropriate water management - Dredging local canal & rivers immediately and improve surface water preservation system -Take measure to develop the land into double cropping in coastal area Observe the changes of cropping pattern in barind and provide necessary (policy & practice) support accordingly BCCSAP-2009 : Participation and Coordination

BCCSAP CSO Opinion Voices from Vulnerable people Adaptation in the Fisheries Special shrimp production zone develop in coastal area - Stop shrimp culture at paddy field and in the catchments of embankments Develop agro-technologies for vulnerable areas - Take measures to strengthen the BADC to face the CC impact in agriculture effectively - Stop private sector participation in agriculture input marketing system Provide subsidized input with practical education to the farmers, through BADC and Agriculture extension department BCCSAP-2009 : Participation and Coordination

Infrastructure Development BCCSAP CSO Opinion Voice from Vulnerable people Survey on the existing embankments, preparing GIS map -Adopt natural river management system or technologies (may be its TRM) for water mgt. - Take immediate action for removing water logging in coastal areas Repair & maintenance of existing embankments - Immediate construction of embankment in all coastal areas as required - Develop irrigation-supportive infrastructure in northern region - Construct embankment for saving live & asset - Consider the existing cyclone surge and flood level Protect river erosion and provide compensation GIS database on cyclone shelter and its repair & maintenance - Construct shelters in remote char islands - No khas land for shelters, - considering the population, habitation, govt. should construct the shelters through procuring land. Disaster Risk Reduction BCCSAP CSO Opinion Voice from Vulnerable people Study on weather related database and analysis Study on the regional base disaster pattern & impacts and planning accordingly Information & news on disasters (any) should reach to the grass root timely Aware people on shelter management, Search & rescue operation - Strengthen institutional capacity like CPP with proper equipment & logistics Establish community Radio in both coastal & plain land - Take appropriate measure to evacuate affected people in most vulnerable areas. - Take measure to use all sort of media for round the year Construct shelter as priority basis in remote char areas. Health & SSN BCCSAP CSO Opinion Voice from Vulnerable people Planning & investment for supplementary water supply and sanitation Prepare an especial policy on the issue of climate change vulnerable and CC refugee and planning to improve their livelihood. - Take measure to solve existing severe water crisis in coastal area.
