Developing a Multiyear Training and Exercise Plan Training and Exercise Planning Workshop (TEPW)

Enabling Objectives After completing this lesson you should be able to explain: The purpose of a Training and Exercise Planning Workshop (TEPW) The purpose a Multiyear Training and Exercise Plan (TEP) and development and coordination of the Multiyear Training and Exercise Schedule Exercise Program Manager’s role in managing program resources and how the Rolling Summary Report supports these efforts. Module 2: HSEEP Program Managemnt

Training and Exercise Plan Workshop Program Level Planning Held on periodic basis (at least annually) Planning based on program needs or predetermined requirements. Module 2: HSEEP Program Managemnt

Training and Exercise Plan Workshop Forum for developing, reviewing, or updating a Multi- Year TEP and Schedule. The Training and Exercise Plan Workshop (TEPW) is the forum for developing, reviewing, or updating a Multi-Year Training and Exercise Plan and Schedule. This is pre-requisite material and is to be delivered as a review.

Why?  Purpose of the TEPW Translate priorities into specific objectives and exercises Track IP actions against current capabilities, training, and exercises Coordinate exercise activities Identify and coordinate possible funding sources Module 2: HSEEP Program Managemnt

Who?  Participants Module 2: HSEEP Program Managemnt

Creating a Training and Exercise Schedule Identify the appropriate type and timeline for exercises: Current capabilities Jurisdiction’s priorities In order to identify the appropriate type and timeline for exercises, consider current capabilities and the jurisdiction’s priorities.

How? – Identify Priority Factors Module 2: HSEEP Program Managemnt

Multi-year Training and Exercise Plan How? – Risk Assessments Threat and Hazard Identification and Risk Assessment (THIRA) Guide (CPG 201) Results used to define goals for Multi-year Training and Exercise Plan Module 2: HSEEP Program Managemnt

How? – Link Core Capabilities Link each identified risk factor to the capabilities that mitigate the risk Prioritize these capabilities and Identify which stakeholder organizations provide support toward mitigation of the risk. Module 2: HSEEP Program Managemnt

Determine the type of exercise that will validate the training received. Ensure a building-block approach to exercise. Ensure a building-block approach is applied to the identified exercises.

Creating a Training and Exercise Schedule Capabilities-based planning tools Personnel training and equipment acquisition schedules Jurisdiction’s exercise experience Use a combination of exercises to accomplish program goals and objectives Consider capabilities-based planning tools. Also consider personnel training and equipment acquisition schedules along with the jurisdiction’s exercise experience. In order to create a Multi-Year Training and Exercise Schedule (TEP), use a combination of exercises to accomplish program goals and objectives.

Creating a Training and Exercise Schedule Building-block approach exposes participants to increasingly complex exercises. Training is tied to exercises so that training courses are validated.
