Work group C - water cycle management Notes: CAMRAS – RAFE – rural affairs food environment SEPA - Whole catchment scale interest – how do you measure success? Flooding is the hook – partnership building block – but is it a constraint – in longer term thinking and planning? Not just technical mitigation… Global Commons, ownership control AND the Science. Part of the identity of Scotland. Perception of water. Current understanding – for catchment processes – is it limiting? UK only context? Can apply to Global challenges… Can physical processes be translated across borders better than social/economic/regulatory? HydroElectricity example… Working together – Integration – efficiency & effectiveness – its obvious – but we don’t do it. We might know why (but we should perhaps understand this better) but HOW do we change… don’t reinvent the wheel … Drivers for immediate action cf long term attention to issues Would better measures of success help? Notes: Do we need certainty? Are things more uncertain now than ever? What would measures of success look like? Tolerance of risk and uncertainty/ change? Process is important – in terms of working together better… Can’t do everything at once but perhaps we can break the big issues and the interactions down better/differently? Catchment view (all the way to the coast! And across borders?) marine parks, firth forums (Tay, Forth), (moving to planning partnerships e.g Clyde, Shetland) Clyde Baseline review (469 pages long) Need to join us between catchments and between catchment and coast (crew). Integration of governance – physical and political boundaries (could lead to another SAGES Fora?) Where to start? Which catchments? Suitable size and extent? existing partnerships?

What is a catchment? Surface water Ground water Political Regulatory Social / community What should it contain? Defined by Purpose… Need a better flow of information… A Source-Pathway-Sink, or a CYCLE (for information and decision making (not just water))
