EC DELEGATION Up until the end of 2003, ECHO provided humanitarian assistance operations funded by the EU throughout Serbia. The assistance included basic support for the residents in collective centres Since 2004 , the EC is working on local integration of refugees Assistance is provided through two programmes : CARDS and IPA Programme The total amount allocated under CARDS 2004, 2005 and 2006 programmes is EUR 26 million The total amount allocated for IPA 2007 and 2008 is EUR 16 million

CARDS CARDS programmes priorities Provide durable solutions for refugees and IDPs still living in collective centres and unsatisfactory private accommodation Program of grants with international NGOs and international organisations Type of activities: construction of apartment units, purchase of village houses, income generation support

CARDS Support to Government of Serbia aimed at enhancing the capacity of the institutions to respond to the needs of the displaced population Institutional support to the institutions of the Government of Serbia dealing with refugees Contractor: IOM Duration: 22 months Budget: EUR 1,2 million Legal Assistance Programme to the Institutions of the Government of Serbia dealing with Refugees and IDPs Contractor : DCR Duration: 19 months Budget : EUR 1,5 million

CARDS INSTITUTIONAL SUPPORT TO THE INSITUTIONS OF GOVERNEMENT OF SERBIA DEALING WITH REFUGEES Three areas of intervention Policy - support in developing medium-term strategies and implementation plans to meet the needs of refugees and IDPs Communication - strengthening Beneficiary institutions to provide better information to refugees and IDPs and to reinforce institutional channels of communication with key Ministries, donors, civil society, national and municipal authorities etc. Project development and management - support in design of the programmes, Municipal actions plans to meet the needs of refugees and IDPs

CARDS LEGAL ASSISTANCE TO THE INSITUTIONS OF THE GOVERNEMENT OF SERBIA DEALING WITH REFUGEES AND IDPs Areas of interventions The provision of legal aid and information to IDPs and vulnerable groups from Kosovo to repossess and protect their property rights Different levels of required legal aid and property-related claims not limited to provision of documents, but providing in court representation Transfer of knowledge to beneficiary institutions through ongoing advise and training

IPA 2007 and 2008 IPA Programme priorities Durable solutions for refugees and IDPs which include housing and income generation activities Provision of legal aid/assistance , availability of timely and accurate information necessary for realization of the rights of IDPs and refugees in Serbia

IPA 2007 The priority areas of the programme SUPPORT TO REFUGEES AND IDPs - CALL FOR PROPOSALS The priority areas of the programme Support integration of refugees through the development of accommodation solutions, employment and income generation activities Support IDPs in moving from collective centres to protected living environment Support IDPs to develop sustainable livelihoods through income generation activities Support for especially vulnerable qualifying individuals among the resident domicile community

IPA 2007 The overall amount made available under this call for proposals is EUR 9 million Grants awarded under this programme are between EUR 1 million and EUR 2 million The eligible applicants were non-governmental organisations, international and inter-governmental organisations Call for proposals was launched in July 2008 and 6 projects were selected Implementing partners : UNHCR, IOM,ASB, European perspective, INTERSOS, DRC Period of implementation: 2009-2010

IPA 2007 Types of activities that are supported Housing solutions for refugees and IDPs: - distribution of construction material sets - supply and installation (including construction of foundation) of prefabricated houses Enhancement of living conditions for refugees and IDPs: - construction of apartment units in socially protected conditions to vulnerably IDPs, especially for singles, female headed households, families with disabled persons, elderly without family support, multimember families, Sexual and Gender Based Violence (SGBV) cases. Extremely vulnerable domicile population will also benefit from this activity (up to 20%) Income generation activities -business activities -agricultural inputs

UNHCR HOUSING PROJETS DONATIONS FOR AGRICULTURE INPUTS 80 apartments – for roughly 240 persons Municipalities of: Negotin, Smederevo, Vranje and Leskovac DONATIONS FOR AGRICULTURE INPUTS 83 agricultural packages – for roughly 332 recipients Municipalities of: Kula, Kikinda, Šabac, Smederevo, Velika Plana, Prokuplje, Merošina

IOM 34-36 apartments in Sremska Mitrovica SOCIAL HOUSING IN PROTECTED ENVIRONMENT 34-36 apartments in Sremska Mitrovica DONATION OF PREFABRICATED HOUSES 12 units in the municipalities of: Svrljig, Loznica DONATIONS IN BUILDING MATERIAL 100 packages INCOME GENERATION PROJECTS Financial support for 60 persons, € 1500 per loan. Municipalities of: Bela Palanka, Svrljig, Doljevac and possibly Pirot

INTERSOS DONATIONS IN BUILDING MATERIAL 100 packages of building material for municipalites of Subotica, Mali Idjoš, Odžaci, Mali Zvornik, Ljubovija, Bor, Ćićevac, Varvarin, Trstenik, Šid, Petrovac na Mlavi INCOME GENERATION SUPPORT 100 packages – 70 for agriculture and 30 small business packages for the municipalities of Subotica, Mali Idjoš, Odžaci, Mali Zvornik, Ljubovija, Bor, Ćićevac, Varvarin, Trstenik, Šid, Petrovac na Mlavi

IPA 2007 PROVISION OF LEGAL ASSISTANCE The objective of the project is implementation of free legal aid programme, provision of assistance to individuals and establishment of cross border/boundary framework of support with Croatia, Bosnia and Herzegovina and Kosovo and Metohija for return/integration Budget is EUR 1 million The implementation of the project will start in the second half of 2009

IPA 2008 SUPPORT TO REFUGEES AND IDPs – NEW CALL FOR PROPOSALS Types of activities that will be supported: - Provision of housing solutions for refugee - Enhancement of IDPs’ housing conditions - Support to starting up or expanding income-generating activities for refugees and IDPs Budget of the project : EUR 4,2 million Indicative launch of the Call: May 2009

IPA 2008 LEGAL ASSISTANCE PROGRAMME Legal aid and assistance which is necessary for improving the access of IDPs and refugees in Serbia to property, health, education, employment and social welfare is provided in accordance with the highest professional standards Dissemination of information relevant for the realization of the rights of IDPs and refugees in Serbia. Budget of the project : EUR 1,8 million Implementation planned for beginning of 2010
